With the drastic change of environment and the explosion of administrative demand from citizen in 21st century, we need to enhance the democratization of local politics as well as the efficiency of local administration. As one of policy alternatives, this paper examines the possibility of accelerating citizen participation through advisory commissions in local government. Based on the economic model for political market and the adjusted classification of the types of advisory commissions built by McEachern(1987), this paper performs ANOVA of 61 advisory commissions in the city government of Seoul. According to the empirical result, it is found that the city of Seoul doesn`t make any serious effort for more active participation of citizen and special interest groups. On the other hand, this study observes some significant difference in the composition of membership along the types of advisory commission, which means that the participants in the policy process of the type of advisory commissions according to the issues to be discussed.
