카보 델가도(Cabo Delgado)의 테러와 초국가적 안보위기: 모잠비크-탄자니아의 다공성 국경과 난민 문제를 중심으로 = Terrorism and Transnational Security Crisis in Cabo Delgado: Focusing on the Porous Border and Refugee between Mozambique and Tanzania

국문 초록 (Abstract)

모잠비크(Mozambique)는 아프리카 남동부에 위치하며 국토의 동쪽 면을 인도양과 접하고 있다. 그중에서도 최북단인 카보 델가도(Cabo Delgado) 주에는 천연가스가 풍부하게 매장되어 있고 2017년 이래로 본격화 된 극단주의 무장 이슬람 테러 집단의 공격으로 인해 국제사회가 주목하고 있는 곳이다. 본 연구는 모잠비크의 극단주의 무장반란 세력의 등장과 테러가 그 시작으로부터 어떤 과정을 거쳐 변화·발전하여 어떤 영향을 끼쳤는지 고찰한다. 그리고 모잠비크와 국경을 마주하고 있는 탄자니아를 중심으로 모잠비크 테러 세력의 확장과 난민의 대거 유입을 양국 간의 다공성 국경에 초점을 두어 살펴본다. 이를 바탕으로 모잠비크와 탄자니아 정부는 테러의 발생과 확장에 어떤 입장을 보이는지 그리고 정부의 그러한 입장은 어떤 배경에서 발생하였는지 알아본다. 이로써 모잠비크의 안보 불안이 비단 한 국가에 국한되어 있는 것이 아니라 이웃 국가와 대륙 차원 그리고 전 세계의 안보 문제와도 직결되어 있다는 것을 확인한다.

다국어 초록 (Multilingual Abstract)

Mozambique is located in southeastern Africa, with its eastern side bordering the Indian Ocean. Among them, Cabo Delgado, the northernmost province, has abundant natural gas reserves and is attracting attention from the international community due to attacks by extremist armed Isla mic terrorist groups that have been in full swing since 2017. This study examines the emergence of Mozambique's extremist armed rebellion and how terrorism has changed and developed since its inception and what impact it has had. And, focusing on Tanzania, which borders Mozambique, we examine the expansion of Mozambican terrorist forces and the massive influx of refugees, focusing on the porous border between the two countries. Based on this, we examine the positions of the governments of Mozambique and Tanzania on the occurrence and expansion of terrorism, and what background led to such governments' positions. This confirms that Mozambique's security instability is not limited to just one country, but is directly connected to security issues in neighboring countries, at the continental level, and around the world.
