식품 및 축산물 HACCP 인증체제 개선방안 연구 = A Study on the Improvement of Authentification System of HACCP in Food and Livestock Products

국문 초록 (Abstract)

식품에서 공중위생상 위해요인을 사전예방하기 위해 선진 위생관리기법인 HACCP 제도를 식품위생법(식품, ‘95) 및 축산물위생관리법령(축산물, ’98)에 각각 도입하였다. 최근 정부조직법 개편(‘13.3.23)으로 식약처에서 HACCP를 일괄관리하게 되었으나, 품목에 따라 HACCP지정, 사후관리, 정부검증 체계, 표시방법, 재정 기술지원 등 운용방법이 달라 민원인 혼선 발생하고 있다. 이 연구는 식품과 축산물의 HACCP 제도의 통일화 체계를 구축하고 소비자 인식조사를 통해서 HACCP 활성화 방안을 마련을 목적으로 한다. 구체적인 연구 내용은 다음과 같다. 첫째, 식품 및 축산물 HACCP 관련 규정 통일화 방안 연구이다. 통일화 방안을 위해 HACCP관련 규정(식품위생법, 축산물위생법, 식품·축산물HACCP고시)을 비교분석하여 용어의 정의, 선행요건과 HACCP 관리의 법적 기준의 조화, 축산물 HACCP에 소규모HACCP 도입와 같은 통일화 방안을 제시하였다. 둘째, 식품 및 축산물 HACCP 지정심사·사후관리 및 컨설팅 체계화 방안 연구이다. 체계화 방안을 위해 지정심사 및 사후심사에서 주관기관, 구비서류, 절차, 지정방법, 평가기준, 민원 처리기간, 경비등의 차이를 제조업기준으로 비교분석하였고, 또한, 정부 및 정부관련 기관이 수행하는 컨설팅과 정부나 정부관련 기관이 민간컨설팅을 관리하는 분야에 대해 차이를 비교분석하여 축산물HACCP의 의무화 업소에 대한 인증, 식품HACCP에 안전관리통합인증제 도입, 조사평가 차등관리 실시, 축산물가공업의 소규모 관리기준 도입과 같은 체계화 방안을 제시하였다. 셋째, HACCP 지정 및 정부검증 효율화 방안 연구이다 . 효율화 방안을 위해 지정 및 정부검증을 소관하는 관리부서의 조직, 담당의 자격요건과 감독기관의 검증 계획 및 시행 여부, 횟수, 예산, 주관기관, 검증자의 자격기준에 대한 차이를 비교분석하여 식품 및 축산물 HACCP를 통합관리하는 컨트롤타워 구축, 지정 및 사후관리 기관 일원화, 축산물 심사자 제도 마련과 같은 효율화 방안을 제시하였다. 넷째, HACCP제도 활성화를 위한 재정 기술지원 방안 연구이다. 재정·기술지원 방안을 위해 기술지원 사업, 교육지원 사업, 시설 등 개선자금지원 사업, 홍보 등 기타 사업을 비교분석하여 재정·기술지원의 구체화, 위탁기관의 다양화, 민간컨설팅을 통한 기술지원, 교육비 한시적 지원, 기존 사업의 강화와 같은 재정·기술지원 방안을 제시하였다. 다섯째, 식품과 축산물 HACCP 지정 현황 분석을 통한 향후 지정 확대 방안 검토이다. 지정 확대 방안 검토를 위해 식품과 축산물 HACCP의 국가목표, 확대정책 및 방안을 조사·분석하고 식품과 축산물 업종, 지정률을 비교분석하여 식품업종 전반에 HACCP를 확대하는 방안, 식품판매업, 식품접객업, 집단급식소에 타겟으로 확대하는 방안, 축산물가공업을 대상으로 소규모HACCP를 도입하는 방안을 제시하였다. 여섯째, HACCP 마크 등 표시기준 차이에 대한 일원화 방안 검토이다. 일원화 방안을 위해 식품과 축산물 HACCP의 심벌, 현판과 그에 대한 표시기준을 비교분석하여 심벌의 명칭 변경, 로고의 통일화 방향, 문구의 개정방안, 용어의 통일화 등을 통한 일원화 방안을 제시하였다. 일곱째, 소비자 인식 조사를 통한 HACCP 활성화 방안이다. HACCP 마크의 인지도, 광고 효과, 구매 영향력, 식별용이성, 신뢰도, 향후 구매 의향 등을 조사하였고, HACCP 마크의 통일화를 통한 인지도 향상, 마크의 위치, 크기, 색상 등의 변경을 통한 식별성 개선, 우리말 명칭 사용, 광고 확대 및 강화와 같은 HACCP 활성화 방안을 제시하였다.

The purpose of this study was to investigate for construction of the harmonization in food and livestock products HACCP system, and activation plan of HACCP system through a survey on consumer's awareness.
