상업정보계열 특성화 고등학교 운영 평가 연구 = (A) study of evaluation on the administration for the specialized business information high school

다국어 초록 (Multilingual Abstract)

It's been 10 years to carry out the specialized business information high school system which aims for finding out some students early who have talents and aptitudes for the specific fields , fostering them to be the technicians with the knowledges and practical abilities.
So, I wanted to look for the problems and the solutions to be promoted through the specialized business information high school system administration and evaluation. And I carried out the questionnaire for the teachers, students, parents of the 10 specialized business information high schools in different areas.
For the educational evaluation of the specialized business information high school, I have dealt with teachers, students, and parents. I also have dealt with the plan of the school, the administration of the curriculum, the connection of learning and working, the activity of supports for the education, the activity of supports for the students, the connection with the companies, the educational product.
For the divisions, items, the goal of evaluation, I consulted the guide book for the administration for the specialized high schools which was produced by ministry of education, science and technology and Korea Research Institute for Vocational Education & Training. And the model of evaluation followed the other previous researches.
The gist for the evaluation shows :
First, on the evaluation of the satisfaction measurement evaluation for the specialized high school, teachers show that it can be a replacement for the preexisted high school but students show that a third of all the high school students are not content with the specialized high school. Both going on to university and his own opaque direction revealed The main reason of the dissatisfaction
Second, on the evaluation of the plan of the school, schools are performing their goals according the plan for specialization, dealing with the method and contents in an appropriate way.
Third, on the evaluation of the curriculum, the curriculum is dealing with the demands from the companies and the specialized subject teachers were supplied properly.
Fourth, on the evaluation of the connection of learning and working, job training and after guidance are being done well, but academic-industrial cooperation program and getting a job in the contracted companies are not being done well.
Fifth, on the evaluation of the activity of supports for the education, service training for the specialization and various methods for the morale raising are being done well. The cooperation between the administrative departments and the location of the teachers in the appropriate places are being done well.
Sixth, on the evaluation of the activity of supports for the students, the plan for the selection of the new students is established and performed by the school realities. But the policy for the maladjustment students and drop-out students are needed urgently.
Seventh, on the evaluation of the connection with the companies, the job training program and the management is also being done systematically but the school companies managements are comparatively low-numbered so making jobs programs such as biz-cools or electric trades should be promoted.
Eighth, on the evaluation of the educational product, students' going on the family series university, acquiring the certificate, winning in the contests are well done. But the rate of getting a job according to his own major is low and the job guidance education should be needed for the better life of obtaining the students' desiring job after graduation through the program of cooperation between the schools and companies.
On the basis of this thesis, I want to suggest several tasks for the development of the specialized business information high school.
First, the expansion of the establishing the specialized business information high school which is connected with the fields of regional industries.
Second, the need of the nationwide cooperation, including the city or provincial office of education, and ministry of education, science and technology to fulfill the support the specialized high schools.
Third, the aggressive participation of related ministries into the finding out early some students who have talents and aptitudes for the specific fields , fostering them to be the technicians with the knowledges and practical abilities.
Fourth, the certified career direction and getting a job after graduation by managing the specialized high schools directly with the consideration of the fostering high technologies industries.
Fifth, the need to establish the foundation for giving the stable future for the students from the specialized high school students and the good opportunities to study and get a job to the alienated students.

국문 초록 (Abstract)

산업구조 변화에 필요한 해당분야의 소질과 적성을 가진 학생을 조기에 발굴하여 지식과 실무기술을 겸비한 산업 기술 인력 양성목적으로 설립된 특성화 고등학교 제도가 시행된 지 10년이 지나고 있다.
본 연구는 상업정보계열 특성화 고등학교 교육과 운영 평가를 통하여 문제점과 발전방향을 모색하고자 하였다. 지역별 상업정보계열 특성화 고등학교 10개교의 교사, 학생, 학부모를 대상으로 설문을 실시하였다.
특성화 고등학교 교육 평가는 정책대상자인 교사, 학생, 학부모를 대상으로 평가하였고, 운영 평가는 학교교육 계획, 교육과정 운영, 학습과 일 연계, 교육지원 활동, 학생지원 활동, 산업체 연계, 교육성과 등 7개영역을 평가하였다.
평가영역, 평가항목 및 지표는 교육과학기술부와 한국직업능력개발원에서 개발한 ‘특성화 고등학교 운영 업무 편람’을 참고하였고, 평가 모형은 선행 연구를 통해 구안하여 평가하였다.
평가 결과를 요약해 보면 다음과 같다.
첫째, ‘특성화 고등학교 교육’ 평가에서 교사들은 특성화 고등학교로서의 면모를 갖추고 있으며, 기존 고등학교 교육의 대안이 될 것으로 평가한 반면, 학생들은 1/3정도가 만족하지 못하고 있으며, 그 이유는 대학진학이나 진로가 불투명하여서가 가장 높은 이유로 나타났다.
둘째, ‘학교교육 계획’ 평가에서는 학교가 특성화 계획에 맞추어 목표를 달성하고 있으며, 학교자체 평가 운영의 내용과 방법이 적절하게 이루어지고 있었다.
셋째, ‘교육과정 운영’ 평가에서는 특성화 고등학교의 교육과정 운영이 산업체 현장에서 요구되는 내용을 반영하고 있으며 전문교과 담당교사 확보와 연수가 잘 이루어지고 있으며 산업체와 연계가 잘 되어 있는 것으로 나타났다.
넷째, ‘학습과 일 연계’ 평가에서는 현장실습과 및 추수지도가 잘 이루어지고 있지만 산학협동 프로그램과 협약업체로의 취업은 잘 이루어지고 있지 않음을 알 수 있었다.
다섯째, ‘교육지원 활동’ 평가에서는 특성화와 관련 연수를 실시하고, 교원들의 사기진작을 위해 다양한 방안을 실천하고 있으며 행정부서간 업무 협조가 적절하게 이루어지고 능력에 따라 교원들을 적재적소에 배치하여 교육활동을 지원하고 있는 것으로 나타났다.
여섯째, ‘학생지원 활동’ 평가에서는 신입생 선발 계획이 학교실정에 맞게 수립되어 실시하고 있으며 상담활동과 다양한 형태의 동아리가 운영되고 있지만 부적응 학생을 위한 적절한 상담 프로그램과 학업 중단 학생을 줄이기 위한 사전 예방 대책이 적극적으로 이루어져야 함을 나타내고 있다.
일곱째, ‘산업체 연계’ 평가에서는 현장학습 프로그램과 대학 및 산업체와의 협약을 통한 운영이 체계적으로 이루어지고 있지만 학교기업을 운영하는 것은 상대적으로 낮게 나타나 비즈쿨이나 전자상거래와 같은 창업프로그램이 활성화되어야 한다.
여덟째, ‘교육성과’ 평가에서는 학생들의 동일계열 진학, 국가기술자격증 취득, 대회입상에서는 성과를 내고 있지만 전공취업에는 낮게 나타나 산학협동 프로그램이 활성화되어 졸업 후 원하는 산업체에 취업하여 삶에 질을 높이고 안정된 생활을 위한 진로가 필요하리라 본다.
이 연구 결과를 토대로 하여 상업정보계열 특성화 고등학교 활성화를 위해 몇 가지 발전방향을 제시하면 다음과 같다.
첫째, 상업정보계열 특성화 고등학교의 설립 확대와 지역 산업의 특성에 맞게 지역 산업의 발전계획과 연계된 분야의 학교 설립 확대가 필요하다.
둘째, 특성화 고등학교에 대한 행ㆍ재정적인 지원을 효율적으로 수행하기 위해서는 교육과학기술부나 시·도교육청뿐만 아니라 범정부적인 협력 체제를 구축할 필요가 있다.
셋째, 산업구조 변화에 필요한 해당분야의 소질과 적성을 가진 학생을 조기에 발굴하여 지식과 실무기술을 겸비한 산업 기술 인력으로 양성하고, 산업체에서 필요로 하는 전문 인력을 관련부처가 직접 양성에 참여해야 한다.
넷째, 수요부처가 국가 차원의 육성산업 및 첨단산업과 연계하여 직접 특성화 고등학교를 지원·관리함으로써 졸업생의 취업 보장 및 진로지도 이루어져야 한다.
다섯째, 안정적인 진로와 미래에 대한 비전을 명확하게 제시함으로써 직업교육에 대한 인식변화를 유도하고, 소외 학생들에게 취업 및 계속 교육 기회를 제공함으로써 사회 양극화를 극복하고 꿈과 희망을 주는 교육안전망 구축이 필요하다.
