      With the development of information technology revolution and economic globalization, knowledge and technology play a more important role in social production. In order to better improve national competitiveness, countries around the world pay more and more attention to scientific and technological innovation ability, and begin to establish and improve national innovation system, enhance their own technological innovation ability, and narrow the technological gap between countries.
      China and South Korea, both built from the ashes, are striving to improve their national competitiveness. After years of establishment of the national innovation system, the national innovation system of both countries has basically taken shape. South Korea is recognized as an innovation-oriented country in the world. Scientific and technological innovation has played a significant role in fostering and supporting its economic development, which is also one of the main reasons why South Korea's economy continues to develop rapidly and ranks among developed countries. Especially Samsung electronics in South Korea has played an important role in national innovation construction. China's national innovation system, though not perfect, is constantly improving. In recent years, China's Huawei has demonstrated its strong innovation ability in its development, attracting worldwide attention.
      This paper analyzes the construction of China and Korea through the model of national innovation system. At the same time, this paper will also take Huawei and Samsung electronics as the classic cases to analyze their technological innovation and development process, and make a comparison through the McKinsey 7S model analysis. Provide effective Suggestions for China's national innovation system and technological innovation development in other industries.
      From the conclusion, we can draw the following Suggestions: the government should establish sound policies and regulations to ensure the construction of the national innovation system and provide a good environment for the construction of the national innovation system. The government should strengthen the guidance of enterprise R&D institutions and other private R&D institutions to carry out innovative R&D. Enterprises should accelerate the upgrading of their technological innovation capabilities.
      Encourage, support and build enterprises' own technological innovation R&D institutions. It gives full play to the cohesive role of intermediary agencies and continuously promotes the cooperation between industry, university and research institute.
