지적재조사사업 책임수행기관제도의 유사사례 분석을 통한 발전방향 연구 = A Study on the Development Direction of the Cadastral Resurvey Responsible Agency System Through the Similar Cases Analysis

국문 초록 (Abstract)

본 연구에서는 지적재조사사업의 책임수행기관제도에 관한 현황을 살펴보고 책임수행기관제도와 유사한 사례를 조사･분석한 뒤 책임수행기관제도의 발전 방향을 제시하였다. 유사사례의 조사･분석 결과 책임수행기관이라는 제도는 지적재조사사업에서만 존재하는 것으로 조사되었다. 책임수행기관 지정에 있어서는 국가기관이 주최가 되어 이와 관련된 업무를 대부분 공공기관이 전담하고 있었으며, 민간 등의 기관은 대행자 또는 위탁의 개념으로 특정 업무를 위탁받는 방식으로 진행되고 있었다. 책임기관은 담당업무에 관하여 전반적인 사항과 위탁 및 대행자의 관리･감독하는 업무를 주로 담당하고, 위탁 및 대행자의 경우는 특정한 업무를 위임받고 특정한 업무에 관하여만 수행하는 특징을 가지고 있었다. 지적 분야에서의 유사사례는 없으나, 타 분야의 유사사례 검토를 통해 지적재조사사업의 책임수행기관제도의 지정･운영 부분 등의 큰 틀에서 참고가 될 수 있을 것으로 판단된다.

In this study, we looked at the current status of the responsible agency system for cadastral resurvey projects, investigated and analyzed cases similar to the responsible agency system, and presented a direction for the development of the responsible agency system. As a result of investigation and analysis of similar cases, it was found that the system of responsible carrying out agencies exists only in cadastral resurvey projects. In the designation of a responsible agency, a national institution was the host, and most of the related work was handled by public institutions, while private organizations were entrusted with specific tasks under the concept of agency or entrustment. The responsible agency is mainly responsible for overall matters related to the work in charge, as well as management and supervision of consignments and agents. In the case of consignors and agents, they had the characteristic of being delegated specific tasks and performing only specific tasks. Although there are no similar cases in the cadastral field, it is believed that reviewing similar cases in other fields can serve as a reference in the larger framework of designation and operation of the responsible agency system for cadastral resurvey projects.
