연구논문 : 새로운 공약평가모형에 대한 탐색적 연구: 광역지방자치단체장의 공약포트폴리오와 포지셔닝을 중심으로 = Toward a New Framework for Manifesto Evaluation: Using the Manifesto Portfolio and Positioning (MPP) Model to Evaluate Local Election Candidates` Promises

국문 초록 (Abstract)

매니페스토 운동은 정당의 정강과 후보자의 정책공약에 관한 정보를 유권자에게 제공함으로써 정책선거와 정치개혁을 촉진하는 것을 목적으로 한다. 본 연구는 SMART 지표, SELF 지표, FINE 지표, 매니페스토 모형 등, 주요 공약평가지표들을 비교 분석하고 새로운 공약평가모형을 개발·제안한다. 본 연구에서 제시한 MPP(Manifesto Portfolio & Positioning)지표는 후보자들의 정책공약이 얼마나 많은 정책분야 및 정책영역을 포괄하고 있는지, 그 수단과 시행방식이 얼마나 전문적이고 구체적이며 현실적인지, 그리고 정책공약이 어떠한 방향의 국가비전과 이념성을 가지고 있는지를 공약포트폴리오와 공약포지셔닝의 양 차원으로 상세히 파악하여 선거공약의 포괄성, 전문성, 방향성을 총체적·균형적으로 평가할 수 있도록 고안되었다. MPP지표를 통해 유권자들은 양질의 공약, 자신의 이념이나 정체성과 부합하는 공약을 가려낼 수 있게 된다. 실제 7개 특별시·광역시 민선 4기 광역자치단체장 선거 후보자들의 공약을 대상으로 MPP 평가모형을 적용하여 평가해본 결과 후보자 공약의 포괄성, 전문성, 방향성을 종합적으로 측정·평가하여 유권자들에게 상세하고 풍부하며 정향성 있는 정보를 제공할 수 있음을 확인할 수 있었다.

다국어 초록 (Multilingual Abstract)

This paper provides a new model of evaluating the manifesto of the candidates of the local government election in Korea. This model, named Manifesto Portfolio and Positioning(MPP), provides a comprehensive method that can provide the voters a synthesized information regarding what the candidates of local government election are promising in a variety of ways. Compared with existing SMART, SELF and FINE methods, MPP provides three dimensional view of evaluating the manifesto. "Manifesto portfolio" provides a indexed information of policy-depth and breadth. Policy-breadth is about the variety of policy fields the candidates cover in their manifesto. Policy-depth is to what extent the public pledges are designed in a concrete and explicit way. We identified the factors for policy-breadth and depth, and provided a two-dimensional graphical view of "manifesto portfolio". Finally, after constructing the indexes, we provide a frame that can evaluation the position of the candidates based on their list of pledges, which we name it as "manifesto positioning". For example, using our "manifesto positioning" framework, voters are graphically informed whether a candidate is more toward the re-distribution policy or distribution policy, or regulation policy or subsidizing policy.
