2032 서울-평양 하계올림픽 유치 실패로 본 남북 공동 올림픽의 추진의 방향성 = The Review of failure for 2032 Seoul-Pyeongyang Olympic bid and Policy Suggestions

다국어 초록 (Multilingual Abstract)

The purpose of this study is to review the failure of preparation for 2032 Olympic bid, which is the first official attempt of two Koreas’ co-host. The review of trial and error of bid for mega event gives insightful in terms of sport law, regulations and policy. The two Koreas’ case is more meaningful since Korean peninsular is one the unique places as such co-hosting process.
The method for this research is literature review, policy report analysis and interviews of stakeholder. This research can get various aspect of views and discourse due to this diversity of participants from Ministry of Unification, Ministry of Foreign Affairs, Ministry of Culture, Sport and Tourism and Seoul City. The result of analysis is as follows. There are internal and external aspect of issues. Internally between North and South Korea were not ready for the protocol of this co-hosting, so the administrative frustration caused lack of communication, then there was no mutual empathy to this event of co-hosting. Moreover the financial worry became the huge burden for both. Lastly there was no strong legal foundation which can be the impetus of this policy decision. Externally, the North and South Political and Sport relations were not appropriate for this event, and also COVID-19 became a huge obstacle.
Considering the history of communications between two Koreas, national sports exchange and cooperation is only available based on the greatly stable and consistent pursue of the will which achieve this dreamy goal of co-host. The support of peaceful North and South Korean relations and International relations as bases, strategic approach of bid process is necessary. The decision making process in domestic needs to be more objective, so the ‘Appropriateness’, ‘feasibility’ and ‘Economic efficiency’ must be considered and more specific strategy for each stage of bid process is essential.

국문 초록 (Abstract)

본 연구는 남북한 분단이래. 최초로 국가차원의 남북 공동올림픽 유치 공식 준비였던 2032 하계올림픽 대회의 유치 실패를 고찰을 위해 수행되었다. 국제대회의 유치를 위한 도전과 시행착오는 스포츠법과 제도, 그리고 정책적 차원의 함의를 가지며, 남한과 북한의 공동 올림픽 유치는 그런 부분에서 단일국가의 메가 스포츠 이벤트 유치와는 차이가 있기에 향후 국제스포츠정책, 남북스포츠관계의 정책적 결정에서 유의미한 사례로 활용될 수 있다.
본 연구는 남북한 공동올림픽 유치 및 개최의 주무부처인 문체부를 위시하여 협력 부처인 통일부, 외교부, 서울시, 대한체육회의 정책 논의과정에서 방법론으로서 선행연구 검토, 전문가 자문회의를 통해 추진되었다. 전문가 자문회의는 토의식이었으나, 개별 전문가들에 대한 반구조적 인터뷰가 있었고, 이러한 논의를 통해 남북한 공동올림픽 유치 실패에 대한 다각도의 고찰이 이루어졌다.
그 결과 2032 남북 공동올림픽 유치 실패 원인을 내외부적 요인으로 구별하였는데, 외부 환경적 요인으로는 1) 남북 스포츠 협력 타임라인 및 경향성, 2) 남북 정치교류의 타임라인과 경향성, 3) 코로나 19 펜데믹이 주요 요인으로 선정되었다. 내부적 요인으로는 1) 남북 공동올림픽 유치 추진 체계의 미비, 2) 남북 공동 올림픽 유치 및 개최 공감대 부족, 3) 남북 대회 환경 조성의 경제적 부담, 4) 남북 교류협력의 법적 근거 부족이 도출되었다.
이러한 분석을 통한 정책적 제언으로서 향후 남북 공동올림픽 추진 방향을 위해서는 다음과 같은 환경에 대한 고려가 선행되어야 할 것으로 드러났다. 먼저 1) 유치 방향 설정의 토대로 (1) 남북평화 분위기와 국제관계의 환경이 조성되어야 하며, (2) IOC의 올림픽 개최지 선정 기준의 변경에 대한 전략적 이해가 필요하며, (3) 국내 정책결정 과정 역시 합리적으로 개선될 필요가 있다. 이러한 기준에 근거하여 정책적으로 남북 공동올림픽 유치를 위한 방향을 설정함에 있어 (1) 적합성, 실현가능성, 경제성 등의 상대적 비교우위를 고려해야하며, (2) 유치 과정 각 단계에서의 짜임새 있는 전략 수립이 필요하다.
