중국 의료기관이 국제 사업제휴 및 파트너 선정 시 고려하는 주요요인 도출에 관한 연구 : 델파이(Delphi) 기법을 중심으로 = A Study on the Derivation of Key Factors for the International Strategic Alliance and Partner Selection by Chinese Medical Institutions

국문 초록 (Abstract)

본 연구는 한국 의료기관 진출 대상국 1위 국가인 중국의 현지 국.공립 병원을 중심으로 외국계 의료기관과의 국제협력 및 파트너를 선정할 때 선정요인으로 고려하는 주요 핵심요인을 분석 및 도출하였다. 중국 현지의 국.공립 병원의 입장에서 외국계 의료기관과 협력을 할 경우 개발도상국에서 나타나는 전략적 제휴의 주요요인인 기술이전 및 기술 확보 등의 요인보다 중국 정부정책, 현지 법규, 인허가 대응능력, 진료인력의 확보 및 현지 수요에 맞는 의료서비스 등의 요인이 중요한 것으로 나타났다. 선행연구에서 진출자 관점으로 중요하게 파악되었던 주요 요인과 일부 유사하거나 일치하는 요인도 있으나, 의료 기술기반 및 자본력, 규모기반의 진출 전략은 합리적인 진출 전략이 아닌 것으로 판단된다. 즉, 타 산업대비 의료 및 보건산업은 현지국의 의료 및 관련 법규체계에 대한 사전준비를 철저히 하고, 현지 상황에 맞는 진료 서비스 항목의 준비 및 현지 인력의 교육, 서비스 체계에 대한 철저한 준비를 하는 것이 가장 중요한 것으로 조사되었다. 최근 중국 공립 병원은 중앙정부의 의료체계 개편에 따라 현지 민간병원과의 협력사례가 증가하고 있다. 중국 공립 병원은 민간병원 대비 병원의 입지환경 및 환자들의 신뢰도, 인지도가 높고, 정부 관련기관으로 부터 인.허가의 협조를 용이하게 받을 수 있는 장점이 있으므로 이에 적응하는 새로운 형태의 진출 전략이 필요할 것으로 판단된다. 본 연구결과는 중국 현지의 의료 및 보건산업에 진출하는 전략방향은 공공의료 기반의 특성을 고려한 현지화 전략이 중요함을 시사한다.

다국어 초록 (Multilingual Abstract)

This study analyzes and derives the key factors that are considered as selection factors (global level factor: 11, local factor: 38) when selecting international strategic alliances and partners with foreign medical institutions, centered on local public hospitals in China. When working with foreign medical institutions from the point of view of a Chinese local public hospital, the government s policies, local regulations, licensing response capacity, and securing of medical personnel are more important than the factors such as technology transfer and technology acquisition, which are the main factors of strategic alliance in developing countries. Although some factors are similar to or coincident with the main factors that were identified as important in terms of the entrants in previous studies, the entry strategy based on medical technology, capital power, and scale base is not a reasonable entry strategy. In other words, it was found that the most important thing for the medical and health industries compared to other industries is to thoroughly prepare for the medical and related legal systems of local countries, prepare medical service items suitable for the local situation, and also the education and service system of local personnel. In recent years, the number of cooperation cases with local private hospitals has increased due to the reorganization of the central government s medical system. Public hospitals in China have the advantages of better location and reliability, recognition of patients compared to private hospitals. Therefore, a new form of entry strategy is needed. The findings of this study suggest that the strategic direction to enter the medical and health industry in China is important considering the characteristics of the public and local medical infrastructure.
