갑오개혁 당시 언관기관(言官機關) 해체와 그 기능의 계승 = The Disbandment of Eon-gwan(言官) Organization and Transition of Its Function during Gabo-reformation(甲午改革)

The Gabo-reformation(甲午改革) was the first full-fledged reforming movement for modernization of Korea. The reformers of Gabo-cabinet abolished the trational organs of Joseon government, including of Eon-gwan(言官). But the function of Eon-gwan has been divided into Dochalwon(都察院), Gyeongyeoncheong(經筵廳) since their functions were still necessary for Gabo-cabinet to reform political system in Joseon. Their core function, the Eonron(言論), was partially succeeded by Dochalwon, Eventually, through the Kabo reformation in 1894, the traditional Eon-gwan Eonron was concluded. But the transition of Eon-gwan(言官)’s function means that Gabo-cabinet needed traditional concepts of Gongron-Politics(公論政治) to make modern public-sphere in Joseon.
