프랑스 드골주의 정당의 유럽화 = Europeanization of the French Gaullist Party

다국어 초록 (Multilingual Abstract)

Gaulliste party is a representative political force in France. This research aims to analyse factors and process of change of his attitudes on European issues and eventually to examine the mechanism of europeanization of political parties. From the beginning of european construction to the late of 1970s, passing by the presidency of De Gaulle-Pompido, french gaullists had advocated ‘Europe of Nations’ and so held their negative attitude to ‘supranational Europe’. However, their conversion to pro-europeanism has been begun at the instigation of Jacques Chirac, leader of RPR, from 1980s. In this conversion process there has been sometimes resistance of eurosceptists in the party, in particular on the occasion of french referendum on ratification of the Maastricht Treaty in 1992, but at last french gaullists generally accepted a policy which respects the general trend and decisions of Europe. This evolution can be explained by at least two factors. One is the power of european acquis communautaires. Another is a strategic change of gaulliste party. As for concrete explanation, gaulliste party needed coalition with french liberal right-wing to seize the power again, but a compromise on european issues was a precondition of this coalition.

국문 초록 (Abstract)

드골주의 정당은 프랑스의 대표적인 정치세력이다. 본 연구는 그 정당의 유럽문제에 대한 입장 변화의 과정과 요인을 분석함으로써 궁극적으로 정당의 ‘유럽화’가 어떤 메카니즘으로 작동되는 지 알아보는 것을 목적으로 한다. 프랑스 드골주의자들은 유럽통합 초창기부터 드골 대통령 및 퐁피두 대통령 집권기를 거쳐 1970년대 말까지 ‘국가들의 유럽’을 주창하며 ‘초국적 유럽’ 건설에 부정적인 태도를 견지해 왔다. 그러나 1980년대부터 RPR의 당수인 자크 시락의 주도로 친유럽주의로의 개종이 시작되었다. 그 전환 과정에서 특히 1992년 마스트리히트 조약 비준을 위한 국민투표를 계기로 당내 유럽회의론자들의 반발이 없지 않았지만 결국 유럽의 대세와 결정을 존중하는 정책으로 바뀌게 된 것이다. 이러한 변화는 적어도 두 가지 요인에 의해서 설명될 수 있다. 하나는 점점 더 심화되어가는 유럽이라는 ‘대세’이며 다른 하나는 프랑스 국내의 정치적 역학관계에 따른 전략 변화이다. 두 번째 요인을 좀 더 구체적으로 설명하면, 정권 창출을 목적으로 하는 수권정당 중 하나인 드골주의 정당에게 있어 친유럽주의를 표방하는 자유주의 우파 세력과의 공조와 협력이 필수적이었던 만큼 유럽문제에 있어서의 절충은 그 성공의 전제조건일 수밖에 없었던 것이다.
