국가별 교육기회 보장 정책의 수렴과 분화: 복지국가의 관점을 중심으로 = Convergence and Divergence of Equal Educational Opportunity Policies: A Welfare State Perspective

국문 초록 (Abstract)

복지국가 논의에서 교육은 다른 사회정책과의 근본적인 성격 차이로 인해 특수한 영역으로 여겨져 왔다. 이에 복지국가별 교육정책 및 제도의 특징이 어떠한지, 그리고 그에 따른 교육 평등의 수준이 어떠한지 등은 아직 충분히 연구되지 않았다. 그러나 최근 복지국가에서 예방적 사회정책이 핵심 전략이 되면서 개인의 역량 강화를 위한 교육이 핵심 사회정책으로 부상하고 있다. 본 연구는 복지국가의 관점에서 국가별 교육기회 보장 정책의 특징을 분석하여 유형화하고, 사회복지와 교육의 연결성을 탐색하고자 한다. 이를 위해 서구 복지 선진국과 동아시아 국가를 포함한 총17개 국가를 분석대상으로 하여 1990년대부터 2010년대까지 교육기회 보장 정책의 법제도, 지원 범위, 재정 지출 차원과 관련한 현황자료를 수집하고, 군집분석을 실시하였다. 분석결과, 각국에서 교육개혁뿐만 아니라 사회개혁의 핵심 아젠다로서 교육기회 보장 정책이 강조되고 있으며, 특히 상당수의 국가가 분석 기간 내 의무교육과 무상교육을 확대하는 정책의 수렴 현상을 관찰할 수 있었다. 그러나 이러한 변화에도 불구하고 많은 복지국가 연구자들이 밝혀낸 서구 복지국가 유형(자유주의, 보수주의, 사민주의)은 여전히 유효했으며, 유형에 따라 교육기회 보장 정책에 서로 다른 고유한 특징이 있었다. 한편 동아시아 국가는 복지국가를 향해 약진하고 있는 가운데 2000년대부터 교육기회 보장 정책이 자유주의형 복지국가와 유사한 방향으로 변화하고 있었다. 본 연구는 이상의 분석결과를 바탕으로 시사점을 제시하였다.

다국어 초록 (Multilingual Abstract)

Education has been regarded as a special area in the welfare state discussion due to its fundamental difference from other social policies. Consequently, insufficient study explores the characteristics of education policies in welfare states and their educational equality. However, as the activation policy or preventive social policy has recently become a key strategy in welfare states, education for enhancing individual capacity is emerging as a critical social policy. From a welfare state perspective, this study aims to analyze and classify the characteristics of each country’s equal educational opportunity policy, which ensures equal access to public education, and to explore the connection between social welfare and education. This study collects 17 countries’ data on the legal system, the scope of support, and the expenditures of each country’s equal educational opportunity policies from the 1990s to the 2010s. It analyzes the data by applying cluster analysis to identify the typologies and characteristics of equal educational opportunity policies. The main conclusions of this study are as follows: Equal educational opportunity policies have become a critical agenda for social and educational reform in many countries. Despite these converging changes, the Western welfare state typologies (liberal, conservative, and social democratic) and East Asian welfare state typology (developmental) identified by many welfare state researchers were still valid. Also East Asian countries such as Japan, Korea, and Hong Kong, excluding Singapore, were classified into the same cluster as liberal welfare states. However, this does not mean that East Asian countries have become liberal welfare states; instead, they have been passing by the closest welfare state cluster -the liberal welfare state- in the trajectory of change and development. From the results above, this study derived some policy suggestions.
