도심형 파크렛(Parklet) 디자인 사례 분석 및 적용 방안- 전주시를 중심으로 -

국문 초록 (Abstract)

본 연구는 해외 파크렛의 디자인 사례분석을 통해 한국형 파크렛 조성 시 적용기준을 수립하고 전주시에 적합한 파크렛의 모델 제안 및 적용 가능성을 모색하는데 목적이 있다. 현재 파크렛 관련 연구 및 프로젝트는 미국, 캐나다 등 해외에서 활발하게 진행 중이나 국내에서의 파크렛의 연구는 매우 부족한 실정이며 특히 ‘생활밀착형’ 그린인프라 적용 측면에서의 파크렛은 해외에서만 일부 적용된 사례가 있을 뿐, 한국에는 적용된 사례가 없다. 이에 본 연구는 한국형 파크렛 조성 시 고려해야 하는 주요사항과 적용기준을 검토하고, 전주시를 사례 지역으로 선정하여 입지선정 적용 가능성을 모색하였다. 또한, 전주시의 특성을 고려하여 전주시 내의 파크렛과 연계 가능한 지역을 문화ㆍ역사 관광 지역, 공공시설, 상업시설 지역 세 가지로 분류하였다. 이 세 가지의 지역을 대상으로 파크렛 조성 고려사항인 주차 공간 형태, 파크렛 적지의 주변시설, 차량 속도, 차도 경사, 파크렛의 형태 및 기존 녹지의 활용 가능성 등을 고려하여 구체적인 적지 선정을 진행하였다. 또한, 파크렛의 시범 적용이 가능한 대표 장소로는 시속 30km 이내의 속도제한과 5% 이하의 경사도, 주변 상업 관광시설과의 연계를 통한 보행로 개선 효과 뿐만 아니라 보행자에게 휴식 및 편의를 제공할 수 있는 장점이 있는 문화·역사 관광지역의 은행로를 선정하였다. 본 연구는 향후 파크렛 가이드라인과 모듈 디자인 등 후속적인 연구를 위한 기초자료로 활용되어 국내 도로 및 보행환경 개선에 기여할 수 있기를 기대한다.

다국어 초록 (Multilingual Abstract)

This study proposes a parklet model for Eunhang-ro in Jeonju by drawing applicable principles through an extensive literature review. Currently, studies on parklets are conducted actively in the U.S., Canada, and other countries; however, few studies have been done in Korea. In terms of life-friendly green infrastructure, parklets are rarely applied in Korea, while many experimental design efforts have been made in other countries. This study establishes principles that need to be considered for parklet design in Korea. It proposes suitable locations and an exemplary design for a parklet on Eunhang-ro in Jeonju City. In consideration of the local contexts of Jeonju City, we classified three categories for locating parklets: historical and cultural tourism areas, public facilities, and commercial areas. Based on the categories, we considered the shape of the parking lot, surrounding facilities, road speed limit, road slope, the shape of the parklet, and the possibility of utilizing existing green areas to select appropriate locations for the parklet. Finally, we selected Eunhang-ro in Hanoak Village, the most representative historical and cultural tourism area in Jeonju. The road meets important principles: 30km vehicle speed limit, less than 5% slope, connectivity with adjacent shops, potential to provide open space for pedestrians. We proposed a simulation of the parklet and expect that the study will be a meaningful ground for future parklet studies in Korea.
