장애인 고용의 기회균등과 유지에 관한 연구 : 능력개발을 중심으로 = A Study on the Sustenance and Equal Opportunity of the Handicapped Employment in Centered with Capable Development

Today, interest in the problem of disabled persons and effort for improving the welfare of disabled persons have increased. The goal of the welfare of disabled persons is based on social unification where all disabled persons organize perfect participation without prejudice and discrimination.

The welfare of disabled persons is to admit respect and value of human, respect their lives, enable them to live in the environment same as that of general persons and not to discriminate them from general persons.
However, prejudice and discrimination of disabled persons are in very serious level. Especially, employment discrimination has caused very serious problems from the viewpoint of living right maintenance of disabled persons.
In the society searching for efficiency and outcome, it is hard to expect that people can protect disabled persons voluntarily. Therefore, government has prepared various policies and systems to employ disabled persons in order to reinforce that.
In May, 2010, economic activity participation rate of disabled persons was 38.5%. It was 23.4% lower than economic activity participation rate of entire population, 61.9%.
Labor is an important means to guarantee income of human and it is directly connected to survival. Therefore, it is one of the most important assignments of human. It gives very critical effect to economic stability, social position of individual and self-realization.
Various opportunities to develop ability should be given to all humans. However, fair employment opportunity is not given to disabled persons by actually restricting the opportunity of disabled persons to participate in ability development process.
It causes difficulty in living, decrease of life quality and deepening of social polarization, hindering social unification. For the life of human, fair opportunity for education and labor is very important and when it comes to the education for developing ability of disabled persons, it is more important.
It is necessary to provide disabled persons with social consideration and opportunity in relation with ability development and employment opportunity of disabled persons that have been restricted so that they can have fair human life by enabling them to detect their talents, giving ability development education and having them fair employment opportunity.
In addition, fair employment opportunity can be a social welfare policy that is proper for the productive welfare of the 21st century. Therefore, the need to provide disabled persons with employment opportunity has been suggested by detecting talents and developing abilities of disabled persons in order to induce social dynamic and productivity.
The study was triggered from the appropriateness to establish the method to equalize employment opportunity of disabled persons with ability development through systematic analyses such as current status analysis, system, policy analysis, pilot study and advanced countries cases study.
The recent trend of advanced countries is that disabled persons are considered as the people with different personalities rather than uncomfortable or insufficient existences of society.
The reason that disabled persons feel uncomfortable or are not free in society is that society does not create the condition to reinforce their talents and enable them to display their abilities.
If their talents are reinforced and properly used, it is possible to achieve the result of social development. As there are various human activities to meet necessary conditions, effective, productive social unification can be achieved when disabled persons and general persons share abilities supplementarily.
Fair employment opportunity through ability development is that employment opportunities are given to all disabled persons without discrimination. The reason to emphasize fair employment opportunity is to enable all people to display their latent abilities without restriction.
Social agreement of democracy is that country should provide all individuals with opportunities to enable them to display their abilities, search for happiness and get the opportunity of self-realization. Today, productive welfare of modern society can be said as a welfare contributing to production and welfare participating in production.
When development abilities of individual are input to welfare field and opportunity to contribute to disabled person's happiness and country is given, it will be a shortcut to real welfare country.

국문 초록 (Abstract)

오늘날 장애인 문제에 대한 관심과 장애인복지의 증진을 위한 노력이 증가하고 있으며 장애인복지의 목표는 모든 장애인이 사회에서 편견과 차별이 없는 완전한 참여를 이루는 사회적 통합에 두고 있다.
장애인 복지는 인간으로서의 존엄과 가치를 인정하고 그들의 생명을 존중하여 장애인을 비장애인과 똑같은 환경에서 생활하도록 하고 비장애인과 분리하지 않아야 함에도 장애인에 대한 편견과 차별은 심각한 수준이며 이 가운데서도 고용차별은 장애인의 생존권 유지라는 관점에서 매우 심각한 문제점을 낳고 있다.
능률과 성과를 추구하는 사회일수록 장애인에 대한 국민들의 자율적인 장애인 보호기능을 기대하기 어려운 상태이어서 정부에서는 이를 보완하기 위해 각종 장애인고용 정책과 제도를 마련하고 있다.

2010년 5월 기준으로 장애인의 경제활동참가율은 38.5%로서 전체인구의 경제활동참가율 61.9%보다 23.4% 낮은 수준에 있다.
따라서 노동은 인간에게 있어 소득보장의 중요한 수단으로써 생존과도 직결되므로 인생의 가장 중요한 과업 가운데 하나로써 경제적 안정과 개인의 사회적인 지위보장, 자아실현에 미치는 영향이 매우 크다.
그러므로 모든 인간에게는 다양한 능력개발의 기회가 균등하게 주어져야 하지만 현실에 있어서 장애인에게는 능력개발 과정에의 참여기회 조차도 제한됨으로써 고용기회가 균등하게 이루어지지 못하고 생계의 어려움, 삶의 질 하락, 사회양극화 심화 등의 모습으로 나타나 여전히 사회적 통합을 저해하고 있다.
인간이 살아가는데 있어서 교육과 노동의 기회균등은 매우 중요하며 특히 장애인의 능력개발을 위한 교육은 더욱 중요하다.
우리는 그동안 제한적이었던 장애인의 능력개발과 고용기회 제공에 있어서 사회복지정책적 차원에서 재능발견과 능력개발교육 그리고 고용기회균등을 통해서 인간다운 삶을 살고 생활할 수 있도록 사회적 배려와 기회를 제공해야 할 것이다.
또한 고용기회균등은 21세기의 생산적 복지에 합당한 사회복지정책이라고 말할 수 있음에 따라 사회의 역동성과 생산성을 유발시킬 수 있도록 장애인의 재능발굴과 능력개발을 통한 장애인의 고용기회를 제공해야 할 필요성이 제기되고 있다.
이에 따라 현황분석, 제도‧정책의 분석, 선행연구와 선진국의 사례 검토 등에 의한 체계적 분석으로 능력개발을 통한 장애인 고용기회 균등화 방안이 학문적으로 마련되어야 한다는 당위성에서 이 연구는 시작되었다.
최근에 선진국에서는 장애인을 사회의 불편한 존재나 모든 면에서 부족한 사람이 아니라 다른 개성을 가진 사람이라는 의미로 받아들이는 추세에 있다.
장애인이 사회에서 불편함을 느끼고 자유롭지 못한 것은 사회가 그들의 재능을 보완하여 발휘 할 수 있도록 조건을 만들어 주지 못하였기 때문이다. 그 재능들을 보완하여 적절하게 사용할 수 있다면 사회발전의 결과를 이루어낼 것이다.

필요한 조건을 충족시켜주는 여러 가지 인간활동이 있듯이 장애인과 비장애인이 서로 보완적으로 능력을 공유할 때 효과적이며 생산적인 사회통합이 이루어질 것이다.
능력개발을 통한 고용기회균등이란 모든 장애인에게 차별 없는 고용기회가 주어짐을 뜻한다. 고용의 기회균등이 강조되는 이유는 모든 사람들이 그들에게 잠재해 있는 모든 능력을 제한없이 자유롭게 발휘할 수 있게 하기 위함에 있다.
민주주의의 사회적 합의는 누구나 자유롭게 자신의 능력을 발휘하여 개인의 행복과 자아실현의 기회를 만들어 갈 수 있도록 국가는 기회를 제공해야 된다.
오늘날 현대사회의 생산적 복지란 생산에 기여하는 복지 또는 생산에 참여하는 복지로 말할 수 있다. 인간이 가지고 있는 개발된 개인의 능력을 복지현장에 투입하여 장애인 자신의 행복과 국가에 대한 공헌의 기회를 부여할 때만이 진정한 복지국가에 이르는 지름길이 될 것이다.
