협력치안을 위한 경찰협력단체의 활성화 방안 연구 = A Study on the Promotion of Police Cooperative Groups for Cooperative Policing

국문 초록 (Abstract)

최근 각종 범죄가 잔인화, 지능화, 교묘화, 광역화, 묻지마 식으로 변화됨에 따라 발빠르게 대응하고 검거하는 임무를 수행하는 지역경찰은 인력과 예산, 장비가 부족한 실정이며, 또한 현대사회의 복잡한 치안환경 수요에 경찰력만으로 해결하기에는 일정한 한계가 있다. 그렇다고 치안인프라 확충에는 국가예산의 조정 등 재정문제로 인해 단기간에 해결될 문제 또한 아니다. 현실적으로 이러한 경찰의 한계를 극복하기 위하여 협력치안의 중요성에 대해 경찰도 인식하고 있으며, 협력치안에 있어 가장 중추적인 역할을 담당하고 있는 것이 경찰협력단체라 할 수 있다. 경찰력의 부족을 보완하기 위한 다양한 형태의 협력치안이 이루어지고 있으나 실질적으로 효과는 미약한 실정이다. 이에 본 연구에서는 경찰의 다양한 협력치안 형성관계 중에서 경찰협력단체의 활동 목적별 분류를 통해 나타난 경찰협력단체의 실태를 분석하고 범죄예방적 측면에서 경찰협력단체의 활성화 방안을 모색하는 것이 본 연구의 목적이다. 이 연구에서 분석한 경찰협력단체의 활성화 방안을 제시하면 다음과 같다.
첫째, 날로 증가하는 범죄발생으로부터 주민의 안전을 지키기 위해 경찰협력단체의 활동목적별ㆍ고객(주민)지향적 협력단체로 변화되어야 한다. 둘째, 경찰과 협력단체간의 신뢰강화, 셋째, 지역주민이 공감하는 경찰협력단체 활동전개로 경찰협력단체의 활성화에 주력해야 한다는 내용의 해결책을 제시하였다.

다국어 초록 (Multilingual Abstract)

Ascrimes become more violent, more intelligent, more sophisticated, more extensive, and more random, the local police who respond quickly and make arrests sufferlack human resources, budgets, and equipment. Furthermore, the police alone are not enough to meet the demand of the complex policing environment in today’s society. Expanding policing infrastructure, however, requires more than just piecemeal solutions due to financial difficulties, such as national budget adjustments. The police are also aware of the importance of cooperative policing to overcome the limitations of police forces in a practical way, and it is police cooperative groups that play a pivotal role in cooperative policing. Cooperative policing comes in a variety of forms to make up for the insufficiency of police forces, but has little or no practical effect. This study is intended to explore solutions to promote police cooperative groups in terms of crime prevention by analyzing the current status of police cooperative groups presented in the classification of those groups by purpose among various cooperative policing relationships. Thefollowing are the solutions proposed in this study to promote police cooperative groups.
Firstly, police cooperative groups should become customer-/resident-oriented groups classified by purpose to protect their safety from the increasing number of crimes. Secondly, the police and cooperative groups need to build trust in their relationship. Thirdly, the study proposes a solution that police cooperative groups should be promoted through the activities with which residents can identify.
