Among a number of challenges, human resource development, particularly a lack of skilled teaching personnel in the secondary education system, is one of the national problems in Uzbekistan. There is a significant amount of literature on the effectiveness of trainings on educators’ teaching careers. However, it is important to investigate the reasons for the trainings’ success and failure, including special features of the state and non-state organizations English teacher trainings that attract contemporary educators. Assuming the situation, the research aims to examine special characteristics of English in-service teacher trainings organized by the governmental and nongovernmental organizations for the public education teachers by answering the research questions about the distinctions of state and NGO teacher trainings, suggestions for teacher training quality improvement, and the results of those trainings on educators’ leadership skills, especially for female teachers.
Primary data was collected by the application of a qualitative method where the research involved an in-depth interview and a survey. The findings of the study indicate that the main differences of English teacher trainings between the state and NGO trainings are the match of the trainings with educators’ needs and skills, the approach of conducting teacher trainings, the content, trainers’ expertise, and the involvement of international experts, which includes speakers of the target language. Furthermore, it recognizes that teacher trainings significantly affect teachers’ leadership skills through sharing knowledge and experience with local and international colleagues, widening networking, and applying activities that develop critical and reflective skills of educators. Additionally, it is crucial that the government cooperates with NGO organizations for further development of the state teacher training quality and training the trainers in the system.
