지방자치단체 공무원의 조직몰입에 관한 실증적 분석

국문 초록 (Abstract)

오늘날 정부에서 서비스를 제공하는 실질적 담당자로서 공무원은 정부성과를 창출하는 가장 중요한 인적자원이다. 조직차원에서 조직구성원 개인의 몰입정도는 조직 전체의 성과와 밀접한 관련이 있기 때문에 정부는 성과를 높이기 위해 공무원의 조직몰입도 제고를 위한 노력을 게을리 해서는 안된다. 그러나 우리나라 공무원의 조직몰입에 관한 학문적인 연구는 미국 등 서구국가에 비해 연구성과가 아직 크게 못 미치는 형편이다.
이에 본 연구는 지방자치단체 공무원을 대상으로 실증적 연구를 실시하여 우리나라 공무원의 조직몰입 정도를 조사해 보았다. 그리고 응답공무원의 6가지의 개인적 특성별 요인에 따른 조직몰입도의 인식차이 유무도 분석해 보았다.
분석결과, 지방자치단체 공무원들은 자신들의 조직에 몰입 정도에 대해 대체로 긍정적인 인식을 가지고 있음을 알 수 있었다. 그리고 조직몰입을 묻는 6개 질문문항에 대해 응답공무원들은 성별, 연령, 근무기간과 같은 일부 개인적 특성 요인에 따라 일정한 인식 차이를 보였다.

다국어 초록 (Multilingual Abstract)

Nowadays, civil servants who supply services to local government and other organizations are the most critical human resources in terms of the performances of local governments. Since the level of organizational commitment of each member of an organization has a close relevance with the performances of a particular organization, it is critical for civil servants to continuously do their best to enhance their organizational commitment. Meanwhile, scientific studies on the organizational commitment of civil servants in Korea are seriously lacking compared with advanced Western countries including the U.S.
To this effect, this study executed an empirical analysis of the civil servants working in local government in order to survey the level of the organizational commitment of civil servants in Korea. This study also analyzed the acknowledgment level of the organizational commitment of the respondent civil servants according to six personal characteristics.
The analysis results indicate that the civil servants of local governments in Korea are positive regarding the acknowledgment of their organizational commitment. The six questions regarding organizational commitment yielded certain differences in terms of their acknowledgment dependent upon some of the personal feature factors such as the gender, age, and employment duration of the respondent civil servants.
