In this research I saw that the essence of Lao-Tsu`s philosophy lies in the two characteristics of the political idea and matemal care, so I tried to analyze the political philosophy of Lao-Tsu. From distinctive hierarchical point of view. Lao-Tsu has his own progressive opinion and specific assertion as well as anarchistic criticism against politics and the political system. His alternative political proposal and assertion representing the hope of the people was described through the maternal symbol. Furthermore, the political philosophy of Lao-Tsu tries to pull down the sovereign from the position of the ruler as well as the subject of the political system. And his political philosophy asks the ruled to become the subjects of the political idea and then insist on their political thoughts against the ruler and carry them out. Lao-Tsu(Daodejing) is the people-oriented democratical and progressive political philosophy book that attributes the originator of political ideas and the purpose of politics to the common people. The democratic political philosophy of Lao-Tsu can be concluded as nonaction of the ruler and naturalness of the people. The political philosophy of Lao-Tsu conceptualized by nonaction and naturalness is realized through maternal government. He criticized not only the supremacy forcing death but also the exclusive paternal ethical government from the people`s point of view. He suggested a political ideal, not regulating with death but protection the people`s individual lives first, not with the exclusive and discriminatory discipline but with the notherly devoted care. The matemal politics expresses radical anarchism and dismantlement that denise authoritarian governance structure and enforcement of norms.
