      Society is rapidly changing, not only in ways of living but also in the ways of thinking. In the situations, education ought to be changed and organizational systems of the university of education should also be changed.
      Organizational systems of the university of education are very important in educational quality, especially with regard to bring up excellent teachers.
      The purpose of this study is to clarify the process of the change and to analyse the organizational systems of the university of education.
      The main results of this study are as follows.
      Firstly, the radical change of the organizational system of the university of education was achieved in the transitional period of the military regime and the development speed of the years required of completing the course of study was slow.
      Secondary, the organizational structures of the university of education are much to be desired from the viewpoint of posts such as academic affairs office, student affairs office, office of planning and research and general affairs office.
