문화 영역 ODA 관점에 따른 한ㆍ아랍 문화교류 활성화 방안

국문 초록 (Abstract)

우리나라 국제문화교류는 문화다양성에 기반을 둔 소통 중심의 쌍방향적 교류를 목적으로 한다. 하지만 아랍연맹국가와의 문화교류 시 문화교류 및 문화외교 차원에서의 단발성 교류만 진행되 고 있으며, 이들 지역 개발도상국 같은 경우는 국가수교행사 이외에는 문화교류가 전무하다 시피 하다. 우리나라 정부와 아랍연맹 국가는 그동안 문화적 교류가 부진하였던 점을 반성하고, 양 국 가 간의 상호 이해와 협력 증진을 목적으로 2008년 한국과 아랍연맹 22개국이 한-아랍소사이어 티(Korea-Arab Society: KAS)라는 공익비영리재단을 설립하였다. 현재 KAS는 우리와 아랍지역과 의 유일한 문화교류 매개기관으로 상호문화를 존중하는 문화교류 활성화에 박차를 가하고 있지 만, 교류 현황을 보면 여전히 정부 대 정부의 문화외교 수준에서의 교류가 주가 되고 있다. 이에 본 논문은 문화 영역 ODA(Official Development Assistance: 공적개발원조)의 관점을 가지고 아랍 연맹국가와의 교류 시 문화다양성에 기반을 둔 소통 중심의 문화교류 활성화 방안에 대해 제언하 고자 한다. 이를 위해 문화 영역 ODA의 개념과 사업 유형에 대해 살펴보고 아랍연맹 및 KAS의 문화교류 현황을 통해 쟁점을 도출하며, 4가지 해결 방안을 모색 하였다. 즉 아랍지역 문화교류 거점지역 개발, 전문 인력의 양성, 문화 영역 ODA 사업 발굴, 그리고 한-아랍간의 가교 역할을 하는 KAS의 역할 확대에 대한 방안을 제안한다.

다국어 초록 (Multilingual Abstract)

Korea's international cultural exchange has its purpose as communication oriented mutual exchange based on the cultural diversity. However, in culturally exchange with the Arab League, only the sporadic exchanges are being implemented in the dimension of the cultural exchange and of the cultural diplomacy; in the case of the developing countries in these areas, though, there are virtually no incidents happening other than the ceremonial events of the establishing diplomatic relations with the countries. Korean government and the Arab League countries have established in 2008 a non- profit organization called ‘Korea-Arab Society: KAS’, for the purpose to promote their mutual understanding and cooperation, regretting that there hasn't been enough cultural exchange activities so far. At present KAS is, as the only cultural exchange mediating agency between Korea and the Arab League, expediting their cultural exchange activation with mutual respect of each other's culture; in looking at the current condition, though, it is still mainly the government vs. government cultural diplomacy level exchange. Thus, in this study I'd like to propose the cultural exchange activation strategies based on the communication centered two way exchanges based on the cultural diversity with the cultural ODA (Official Development Assistance) perspective in the cultural exchanges with the Arab League. For this, I reviewed the cultural ODA's concept and their business types to extract the issues through the Arab League and KAS's cultural exchange current conditions, and explored the 4 solution strategies to propose as follows: the Arab League cultural exchange base area development, cultivation of the expert labor force, cultural ODA business development, and KAS' role expansion to include the Korea-Arab bridging.
