NPG(신공공거버넌스)형 지역재생을 통한 지자체의 발전 = 영국의 지자체경영을 중심으로

국문 초록 (Abstract)

본 논문은 지역재생에서 3E 중시의 신공공경영(NPM)적 시점에 공공성과 민주성을 가미한 신공공거버넌스(NPG：New Public Governance)적 시점에 의한 지역발전전략을 영국지자체경영의 사례를 통해서 분석한다. 본 논문은 또한 NPG적 관점은 NPM적 관점과는 분절된 새로운 개념의 대안적 설명방법이 아니라는 점을 지적한다. NPM적 행정개혁에 대한 주요 비판적 견해 중의 하나인 민간부문에 대한 의존성에 심화로 인해 공적서비스에서의 고전적 요소인 공공성, 민주성의 저하가 현저하게 나타난 것에 대한 우려에서 이 부문들을 회복시키는데 있어서 가장 적절한 형태가 파트너십에 의한 거버넌스적 공공서비스의 제공이라는 점을 강조한다. 본 논문을 통해서 공적부문주도의 재정적 지원을 중심으로 공적부문, 민간부문, 자원봉사조직, 시민단체와 지역사회조직과의 강한 파트너십의 구축에 의한 영국의 각 정권별 지역발전정책의 변화를 확인한다.

다국어 초록 (Multilingual Abstract)

This article analyses developmental strategy of local governments from the perspective of New Public Governance, which adds publicity and democracy to the view of New Public Management centred on the 3Es(Economy, Effectiveness and Efficiency). In order to justify this view, this article focuses on developmental strategy of the British local government. In addition, this article stresses that the view of the NPG is not totally different from that of the NPM, but a derived concept that tried to restore publicity and democracy, which were deteriorated in the process of the provision of public services. With the increasing devolution of local government and new philosophy needed for developing the local government, the strategy of the British local government, which has utilised the partnership among all market participants, is useful for the Korean local government. Throughout this article, emphasis is on the changing developmental strategy of the British local government, centred on the strong partnership among the public sector, the private sector, the voluntary sector, local organisations, the NGOs and the community.
