2017년 독일 연방정보기술보안청(BSI)의 역할 확대에 관한 고찰 = A Review on the Role Expansion of German Federal Office for Information Security(Bundesamt für Sicherheit in der Informationstechnik, BSI) in 2017

다국어 초록 (Multilingual Abstract)

In June 2017, Germany took legislative measures to comply with the Directive on security of network and information systems(NIS Directive). As a result, the role of Federal Office for Information Security(Bundesamt für Sicherheit in der Informationstechnik, BSI), which is responsible for cybersecurity practically in Germany, is expanded and the german cybersecurity system has a lot of changes. In this paper, it is discussed that what roles are added and what meanings are deduced from the changes to find implications for the improvement of cybersecurity governance and legal system in Korea. The role expansion of BSI makes the increase in international cooperation for cybersecurity and the improvement of conditions of cybersecurity agencies’ activity, and those are implications for cybersecurity development in Korea.

국문 초록 (Abstract)

2017년 6월 독일은 유럽연합(EU)의 네트워크 및 정보시스템 보안 지침(Directive on security of network and information systems)을 준수하기 위한 입법적 조치를 취하였다. 그 결과로써 독일에서 사이버시큐리티를 실질적으로 총괄하는 기관인 연방정보기술보안청(Bundesamt für Sicherheit in der Informationstechnik, 이하 BSI)의 역할이 확대되었으며, 독일 사이버시큐리티 추진체계는 많은 변화를 맞이하게 되었다. 본 논문에서는 BSI가 수행하는 역할의 변화상이 향후 한국의 사이버시큐리티 거버넌스 발전과 관련 법제도 개선에 여러 가지 시사점을 줄 수 있을 것이라는 인식 하에 BSI의 역할이 어떠한 내용으로 확대되었는지, 그리고 그 의미는 무엇인지에 관하여 살펴보았다. BSI의 역할 확대는 사이버시큐리티 강화를 위한 국제적 협력의 증대와 사이버시큐리티 담당기관의 국내 활동 여건 강화를 이끌어낸다는 점에서 향후 한국의 사이버시큐리티 발전에 적용할 수 있는 시사점이 있다.
