역사적 자원을 활용한 관광마을 만들기 전략 연구 - 오래된 건물을 활용한 일본의 지역재생 사업을 중심으로 - = A study on the strategy of making tourism village with historical resources-Focusing on Japan's regional regeneration project using old buildings

국문 초록 (Abstract)

본고에서는 일본 정부가 적극적으로 추진하고 있는 역사적 자원을 활용한 관광마을 만들기 사업에 대해 고찰해보았다. 이 사업은 일본이 안고 있는 고령화와 빈 집 문제를 해결하고, 그 문제를 지역 재생과 연결해서 지역을 전체적으로 부흥시키고자 하는 목적을 가지고 있다. 사업을 추진한 결과 일본 전국의 오래된 건물을 숙박시설이나 레스토랑, 체험관 등으로 활용해서 지역 인구 유입과 관광산업 부흥, 고용 창출 등에 큰 역할을 하고 있다.
본고에서는 사업의 성격을 우선 파악하고, 그간 사업이 확장되어온 과정과 요인을 다양한 각도에서 분석했으며, 여러 사례를 분석해서 시사점을 도출해냈다. 시사점 중에서 중요하다고 생각되는 것은 지역의 오래된 건물의 역사적인 의미와 가치를 잘 살리는 것이 우선되어야 한다는 점이다. 또한 정부의 일방적인 사업 추진이 아니라, 각 지역에서 사업을 추진하는 주체를 정했고, 민관의 협력이 긴밀하게 이루어지도록 노력하는 것을 볼 수 있다. 그리고 ‘금융과 공적 지원ㆍ규제와 제도 개혁ㆍ인재ㆍ지자체 연계’라는 목표에 중점을 두고 노력한 점, 예산 면에서의 지원과 전문가의 조언 등을 구체적으로 실행한 점, 지자체 및 주민들의 이해와 협조를 얻기 위해 홍보에도 적극적으로 나선 점 등이 주목할 만하다.

In this paper, the tourism village creation project was reviewed using historical resources that the Japanese government is actively promoting. This project aimed to solve Japan's aging and vacant house problems and revitalize the region as a whole. As a result of the project, old buildings in the region are used as accommodation facilities, restaurants, and experience centers, playing a major role in the influx of local populations, revitalizing the tourism industry, and creating jobs.
In this paper, the nature of the project was first identified. Factors that allowed the project to succeed, and various cases were then analyzed to derive implications. Among the implications, it was important to make good use of the historical meaning and value of old buildings in the region. Additionally, it was important that the government agreed to promote the project in each region rather than doing so independently, and that close public-private cooperation was carried out. It is noteworthy that they focused on the goal of “Connecting financial and public support; Regulatory and institutional reform; Human resources; Local government linkage”. They implemented budget support and expert advice, and actively promoted to gain understanding and cooperation from local governments and residents.
