      프랑스 전자정부법제의 최근 동향과 시사점 = Recent trends and implications of E-Government Legislations in France

      With a rapid developing Hyper-connected society, a newly emerging E-government aims at promoting the efficiency and transparency of administrative services by electronic processes and systematic lingkage of government tasks, and advancing the access of government informations and services. This paper is written with the intention of providing a formal methodology of matters to consider in efficiently enacting or revising e-Government legislative system.
      For this, this study starts by examining the purports and basic ideas of E-government legislations through "Ordinance on electronic interactions between public services users and public authorities and among public authorities 2005" the basic law of E-government legislations in France.
      This study benchmarks France, before proposing four key factors for improving informatization performance in Korea. Regarding environment, it is better to use ICBM to make alternative responses to social issues such as aging society. And, in terms of institutions, it is necessary to introduce a managerial organization for the coordination and unification of the various functions of the ministries involved.
      A number of other institutions are controlling the respect of information privacy in France. For example, The Commission Nationale de l’Informatique et des Libertes (CNIL) was established by The Information Privacy Law. The CNIL is empowered to issue recommendations and legally binding opinions on issues concerning privacy. On the other hand, the companies can endorse the principles enforced by CNIL, obtaining a registration number. As to feedback, there would be benefits to making a new institution to oversee the implementation and consistency of the next E-Government policies in Korea. Therefore the legislations on E-government have produced the advent of 'Electronic Administration' and played an important role in making a general theory of a strategy for building E-Government legal framework.
