Our country has been allowing the strict bringing-up atmosphere, the parents have right to bring up their children, they merely thought that child abuse were their issues and control of their belongings. Eventually the level of social consciousness was low and also obligatory report as well.
Recently, our society emphasized the social responsibility of the obligatory reporters by making rules of the prevention and protection of children who could not protect themselves against child abuse.
The law of revised child welfare in 2000 made a rule of obligatory reporter and regularized the control systems by establishing the child protection center. In October, the emergency call ( #1391, #119 ) against child abuse was opened and had obligatory reporters done their role. However despite of such systems, the case of reported child abuse were far less than the case of occurred child abuse actually, or inferred. Also it is the fact that report by non-relatives are more than obligatory reporters.
In this study, suggested to the background of theory of child abuse and how built of the systems of prevention and protection of child abuse nationally or internationally, and also reviewed the awareness of seriousness of child abuse, the awareness of obligatory report system of child abuse, the awareness of obligatory reporter of child abuse, the role of reporter to report way and punishment, report effectiveness and obstacles for utilization of obligatory report system of child abuse by whom reside in Seoul city.
For this study, surveyed the questionnaire of parents and teachers ( total 200 people )who their child belong to child's ( 18 units ) and preschool in 4 ones randomly among 25 administrative divisions in Seoul city. This survey was done on March through April. This report reflected to and analyzed with only 166 questionnaires finally except 34 ones which didn't apply sincerely and return really.
We can see the important facts with this survey are as following.
Firstly, In occurring of child abuse, obligatory reporter by 83.1%, this percentage is a little high, will do to relative office. The reason is that they all have close relation with child and have more sensitive thoughts than others to child abuse.
Secondly, The appliers know the obligatory report system by 67.9%, the frequency level come out to TV, radio, newspaper, magazine in turn.
Thirdly, the applier they all know well by 64.5% that they are obligatory reporter.
This rate is similar to previous questionnaire which know obligatory system. Thisshow that people who know this system consider they are obligatory reporter.
Fourthly, we can see that reactive system of report of child abuse don't work well owing to absence of suitable information and training. Because half of them know the system through the mass media only, to which questionnaire that emergency call of child abuse works through 24 hour.
Fifthly, To be surprised, 27.1% only have experience of attention in preventive education and seminar of child abuse, most of them have no chance to participate there, in view of absence owing to their busy job, the seriousness of child abuse is very high. Instead the training and seminar of prevention of child abuse is low performance still, moreover they took part in there one time only mostly.
Sixthly, we can see that the light and enormous physical touch are serious child abuse. By the way such an awareness don't lead to actual report of obligatory reporter of child abuse and don't affect to that.
Finally, the capability of reported center after reporting is about 40 score which means its level show so and so, they also worry about the change or danger over them after reporting to such centers.
Accordingly we can suggest some view points of policy on basis of this study as following.
Firstly, it is necessary to advertise the obligatory report system. For extended general social concern of child abuse, systematic information should be followed continuously. As we can see the facts on this study, the reporters mentioned on child's welfare law don't know their obligation even by about 40%, moreover don't make a sure of seriousness of child abuse with unkind attitude of their obligation. To be coped with this, government have to try to inform to mass media group and reporters relative with abused child by official letter, and so on directly.
Secondly, It is necessary to give more chance of long term training and seminar to obligatory reporters, somehow imposing the responsibility on them, for enhancing the consciousness of obligatory reporters against child abuse. For this purpose, government should figure out the way that reporters all of them have to be obliged to periodical training attendance and retraining as plenty of time.
Thirdly, it is necessary to solve the fear ( frequent call and threaten from abused child's parents ) and anxiety of obligatory reporters against obstacles of child abuse report. If we all try to increase the case of report against child abuse, we will get more positive effect and through early watching against child abuse we also will expect utilization as basic data that can have obligatory reporters made their role hardly as regarding to prevention and protection of child abuse
