광역자치단체의 다자녀 지원 조례 비교분석 연구 = A Comparative Analysis of Multi-Child Family Support Ordinances in Metropolitan Governments

국문 초록 (Abstract)

본 연구의 목적은 광역자치단체의 다자녀 지원 조례를 비교·분석함으로써 조례 개정 방향과 다자녀 지원 정책 개선을 위한 시사점을 도출하는 데 있다. 이를 위해, 다자녀 지원 조례를 별도로 제정하고 있는 9개 광역자치단체의 조례를 자료로, 내용분석 방법을 활용하여 기본사항, 개념, 권리성, 대상자 범위, 급여, 전달체계, 재정 책임성 등을 체계적으로 검토하였다. 분석 결과, 다자녀 지원 조례는 지역별로 다자녀 정의와 대상자 범위, 권리성, 재정책임성, 전달체계 등에서 차이를 보였다. 먼저, 조례는 국가와 사회 또는 양육자적 측면의 목적에 치중 되어있는 것으로 나타나 균형적인 관점에서 다자녀 가구의 삶의 질 향상을 명시할 필요가 있다. 둘째, 다자녀 정의에 가족의 다양성을 포괄하고, 일관된 용어를 사용해야한다. 셋째, 다자녀 지원 정책의 실행 가능성을 담보하기 위해 재정책임성, 전달체계 등 강행 규정을 강화하고, 급여형태를 다각화할 필요가 있다. 아울러, 중앙정부는 지방자치단체 간 정책적 편차를 완화하기 위한 재정 지원과 정책 모니터링 체계를 강화함으로써 지방자치단체가 실효성 있고 지속가능한 정책을 추진할 수 있도록 지원할 필요가 있음을 제안하였다. 본 연구의 결과는 중앙정부의 정책기조에 부합하면서도 지역의 특성을 반영하는 다자녀 지원 조례 제정 및 개정에 기여할 수 있을 것이다.

The aim of this study is to compare and analyze metropolitan governments' multi-child support ordinances and to draw legal implications for ordinance changes and policy improvements in the area of multi-child support. To achieve this, the study conducted a systematic content analysis of the ordinances enacted by nine metropolitan governments, examining key elements such as basic provisions, definitions, rights, eligibility criteria, benefits, delivery systems and financial responsibility. The analysis revealed differences between regions in the definition of multi-child families, eligibility criteria, rights, financial responsibility and delivery systems. First, the regulations tend to focus on national, societal or caregiver-oriented objectives, highlighting the need to explicitly address the quality of life of multi-child families from a more balanced perspective. Second, the definition of multi-child families needs to take into account the diversity of family structures and use consistent terminology. Thirdly, to ensure the feasibility of multi-child support policies, it is essential to strengthen mandatory provisions related to financial responsibility and delivery systems, and to diversify the types of benefits provided. In addition, the study suggests that central government should increase financial support and establish a policy monitoring system to reduce regional disparities and enable local governments to implement effective and sustainable policies. The findings of this study can contribute to the enactment and amendment of multi-child support ordinances that are in line with national policy directions while reflecting regional characteristics.
