Purpose This study focuses on the fact that Institution A's data-based administration is perceived and responded to differently by employees with diverse needs and behaviors. Through this, we would like to establish persona-based scenario planning goals and propose guidelines to resolve various data-related issues related to Institution A.
Design/methodology/approach As an attempt to explain the changing aspects of future society through various possibilities, the scenario technique is meaningful in that it unfolds the trends of future change through vivid stories. The Persona-based scenario technique presented in this study is a method that has been used in the product and service design field in situations where it is difficult to realistically survey all users due to constraints such as resources and time.
Findings Therefore, this study defines all employees within Institution A as major service users of data-based administration, systematically classifies and specifies the types of data analysis and utilization that employees want to perform, identifies their specific needs, and explores future scenarios.
