유럽 통합의 사회적 차원 : 공동사회보호제도를 중심으로 = Social dimension in the European integration : with emphasis on the common social protection system

The purpose of this article is, through the historical and theoretical analysis of the policies, idea of the European Community(Union) until the latter half of 1990`, to examine how the institutional differences of the European states with social protection have impact on the formation of the social dimension in the European integration and which idea has presented in order to overcome this differences. First, through the analysis based on the concept `coordination` and `harmonization`, European policies on the social protection have changed from the `coordination` in the 1960`s to the `harmonization`s in the first half of 1970`s, which is continued until the first half of the 1990`s. In the future, the simultaneous application of the two concept will be the fundamental principle of the European policy on the social protection. Second concerned with idea of common social protection, there is three : strategy of convergence, plan of minimum life security and plan of `European social security system`. The first is similar to the actual European policy, the third is radical but unrealistic. The two is un alternative with the cause and also possibility but its effect will be too restrictive from a viewpoint of European social integration. Finally, as the significance of this research this article present three point: the importance of discussion and clearness of the purpose and principle concerned with the solution of the social security problem, the necessity to invent the comparative analysis methode and finally the necessity of introduction of the concept `coordination` and `harmonization`.
