국문 초록 (Abstract)

본 연구는 경찰혁신의 일환으로 2003년 10월 시행된 지역경찰제와 이전 경찰제도간의 효율성 비교분석을 통해 현재 지역경찰제를 평가하고 보다 효율적인 방향성을 제시하는데 있다. 이를 위해 지역경찰제 실시 전후로 우리나라 14개 지방경찰청을 대상으로 2002년부터 2006년도까지 효율성 변화 추세를 분석하였다. 이 분석을 위한 변수로 경찰의 인력 수와 예산을 투입변수로 설정하였고, 또한 산출변수로 국민의 치안 체감을 가장 많이 느낄 수 있는 경범죄와 5대 범죄 검거 건수를 이용하였다. 그리고 시계열적인 상대적 효율성 비교분석을 위해 윈도우 폭을 5년으로 한 DEA WINDOW 기법을 활용하였다.
분석결과를 보면, 첫째, 각 지방경찰청의 연도별 CCR분석과 BCC분석의 결과를 보면, 지역경찰제를 본격적으로 실시한 2004년과 2005년, 2006년이 지역경찰제를 실시하기 이전인 2002년과 2003년에 비해 효율성이 좋지 않음을 확인할 수 있었다. 둘째, CCR모형에서는 비효율적이었지만 BCC모형에서 서울(2002), 울산(2002), 경기(2005), 제주(2003, 2004) 지방경찰청이 효율적인 기관으로 분석되어 이는 기술적 비효율성 때문에 발생한 것이 아니라 규모의 비효율성으로 인해 나타난 사실임을 확인할 수 있다. 따라서 경찰 예산의 분배와 인력의 효율적 재배치를 통해 CCR모형에서 나타난 비효율성을 제거할 수 있도록 해야 한다.

다국어 초록 (Multilingual Abstract)

This study evaluates and present more efficient direction of community police system through efficiency comparative analysis between community police system of before and after police system that is begun October, 2003. Therefore, Korean 14 provincial police agencies of community police system operation before and behind analysed efficiency change trend from 2002 to 2006. Used number of police manpower and budget in input variables and number of minor criminal offenses and 5 crime arrest in output variables for analysis. And used DEA WINDOW method that do WINDOW period by 5 years for relative efficiency comparative analysis that is the time series. If see analysis result, first, in the CCR, BCC analysis, 2004, 2005 and 2006 that begin community police system by period of each provincial police agencies was low efficiency than 2002 and 2003. Second, Seoul(2002), Woolsan (2002), Gyeunggi(2005), Cheju(2003, 2004) provincial police agencies are inefficient in CCR model, but analysed efficiency agencies in BCC model, this can confirm that is expose by inefficiency of scale that is not technical inefficiency cause. Therefore, should do so that can remove inefficiency that appear in CCR model through efficient reassignment of police manpower and budget division.
