This research aims to create and experiment ethics perception index(EPI) for bureaucrats. The EPI is expected to conceptualize the meaning of ethics in the public side, and to measuring the level of public employees` ethics. Different from previous research, this study stresses an approach to the attitude and professionalism of public administrators in making decisions and implementing organizational goals, mission and objectives. In the same context, the EPI this research attempts to develop is consisted of such factors, as personality, humanity, professional ethics, accountability. These four factors are divided into fifteen sub-factors. However, the EPI may have to be elaborated by using those factors this study developed.
