경찰공무원의 대표성 분석 = A Study of the Representation of Korean Police Officers

국문 초록 (Abstract)

본 연구에서는 한국 경찰공무원의 대표성에 관한 실태를 분석함과 동시에 향후 바람직한 정책 방향에 대한 시사점을 도출하고자 하였다. 대표성과 관련된 기존 논의들을 중심으로 대표성 확보의 의미와 필요성에 대하여 고찰한 후 지역, 성(性), 입직경로 변수를 중심으로 경찰공무원의 대표성 정도를 분석하였다.
연구결과를 요약하면 우선 지역 대표성과 관련하여 전체 및 고위직(총경 이상) 경찰공무원의 경우 수도권을 제외한 거의 모든 지역에서의 과잉 대표현상을 발견하였으며, 고위직의 경우 충청권 및 기타 지역출신의 점유율이 상대적으로 낮아지는 반면, 영ㆍ호남 출신의 경우 고위직 점유율이 높아지고 있음을 확인할 수 있었다. 둘째, 성별 대표성과 관련하여 우리 여성 경찰공무원의 성별 대표성이 매우 취약함을 확인할 수 있었으며 이는 외국 주요 국가들과의 상대적 비교를 통해서도 나타났다. 셋째, 입직경로와 관련해서 경찰대학생, 간부후보생, 고시 특채를 중심으로 한 채용자들이 과잉 대표되고 있는 반면, 신규채용 인원의 90%에 육박하는 순경 공개 채용자들은 매우 과소 대표되고 있다.
이와 같은 분석결과를 토대로 대표성 제고를 위한 제도 및 의식 개혁 방안을 모색하였다.

Recent police organizations stress not only efficiency but also responsibility and responsiveness. And these callings give rise to the discussion on 'the representation' of policemen.
Since 1944, when J. Donald Kingsley coined the term, representative bureaucracy has become a major concern in the study and practice of public administration and administrative policy making. In Korea, too, there have been many studies analyzing representation of public sector. But, our police organization was aside from those concerns.
In this study, passive representation was focused and the representation was measured by the degree of relationship between the socioeconomic backgrounds - region, sex, first-entry channel - of police officers and those of the public in society. The results are like these.
First, in the field of region, the metropolitan area(including Seoul, Incheon, Gyeonggi) showed under-representation whereas Youngnam and Honam regions over represented. Second, in the field of sex, there is a patent disparity between the male and female police officers. Female police officers have very low representation(4.1%) in the Korean Police organization and almost no(0.63%) in the higher ranks. Third, in the field of first-entry, the channel of lateral entry to Superintendent(by means of passing the higher civil service examination) and Inspector(by means of passing the higher police examination and completing police university courses) has over-representation. On the other side, Policeman, comprising almost 90% of new entry processes, is very lowly represented.
In this study, some measures including quota system have been addressed for acquiring more representative bureaucracy.
