행동치료사자격의 공가공인화를 위한 개선방안 연구 = A Study on Improvement for the National Official Recognition of Behavior Therapist Qualification

This study presented some problems and causes which were occurred in national official recognition process of behavior therapist qualification.
Since the enactment of ‘the Qualification Law’ in 1997, it was enforced a registration of private qualification in domestic. This process focused on national official recognitions of excellent private qualifications.
In spite of satisfying the goal of national certification management and establishing the phase of behavior therapist based on the reference law, the registration process of behavior therapist was confront with as follows; (1) some conflicts of an authoritative interpretation on behavior therapist’s activities and action scopes, (2) serious oppositions of an opinion with the Medical Service Law, (3) confusions of the concept and definition on the term ‘therapy’.
Therefore, this study suggested solving some basic problems on registration and achieving national official recognition of behavior therapist. Firstly, we need to demand forecasting on emotional and behavioral disorders in domestic and to analyze the job of behavior therapy. It is important that provide the fundamentals and rationales of behavior therapist qualification.
Secondly, we consider flexible approaches for achieving national official recognition. For example, there are the suggestion of the government authorities(the Ministry of Healthy and Welfare) and the member of the National Assembly.
Thirdly, we can change the qualification name based on action scopes and contents in referred law of behavior therapist.

국문 초록 (Abstract)

본 연구에서는 행동치료사자격의 국가공인화 과정에서 발생된 문제점과 원인을 규명하고, 그 개선방안을 제시하였다. 1997년 자격기본법 제정 이후, 국내 민간자격에 대한 자격등록제가 시행되고, 이를 통해 우수한 민간자격에 대한 국가공인화가 진행되고 있다. 그러나 이러한 국가차원의 자격관리 취지에 부응하고 장애인등에 대한 특수교육법에 근거한 행동치료사의 위상확립을 위해 국가공인화를 추진하는 과정에서 관계중앙부처로부터의 유권해석상 문제와 의료법과의 충돌, 치료에 대한 개념적 혼동 등이 이를 가로막는 원인들로 확인되었다.
따라서 이러한 근본적 문제를 해결하고, 행동치료사자격의 국가공인화를 위해 먼저 행동치료에 대한 수요확인과 과학적 직무분석을 통한 명확한 자료 근거를 확립하고 국가공인화를 위한 접근방법을 다양화하여 관련부처를 통한 국가자격발의와 같은 접근방식의 전환뿐만 아니라 근거법상의 활동영역에 걸맞는 자격명칭의 변경 등과 같은 유연하고 실효성 있는 개선방안을 제시하였다.
