아세안 2023: 다양성과 분열 = ASEAN 2023: Diversity and Disunity

국문 초록 (Abstract)

2023년 미․중 패권 경쟁의 심화 속에 남중국해 문제와 미얀마 사태 등 역내 현안이 아세안의 주요 도전과제로 제기되었다. 이 글은 2023년 아세안의 역내 외 현안에 대한 대응을 아세안 정상회의 및 관련 회의의 성과를 중심으로 살펴보고 그 과정에서 회원국 간 견해차가 증가하여 분열이 심화하는 양상에 주목하고자 한다. 남중국해 분쟁 해결과 미얀마 사태와 관련해서 견해차를 좁히지 못하고 의미 있는 성과를 도출하지 못했으며 이스라엘-하마스 전쟁과 경제협력 등 현안에도 이견이 증가하고 있는바 이러한 경향이 장기적으로 아세안 중심성에 위협 요인으로 작용할 것임을 주장하고자 한다.

Amidst the intensification of the power competition between the United States and China in 2023, issues such as the South China Sea dispute and the situation in Myanmar have emerged as significant regional challenges for the Association of Southeast Asian Nations (ASEAN). This article aims to examine the responses of ASEAN to regional and external issues in 2023, focusing on the outcomes of the ASEAN summit and relevant meetings. In the process, attention is drawn to the increasing divergence among member states, leading to a deepening sense of disunity. Notably, little progress has been made in narrowing differences of opinion and achieving meaningful outcomes concerning the South China Sea dispute and the situation in Myanmar. Moreover, disagreements have escalated on issues such as the Israel-Hamas conflict and economic cooperation, indicating a growing trend that poses a long-term threat to ASEAN's centrality.
