Since the advent of computer in 1946, it has been used by many bunisess as a useful management tool from 1954. As a result, there has also been a rapid development in the computerization of business management system so that the computer technology has constructed the management information system by more accelerating the development process is largely divided into two directions. One is the operating management information system(OMIS) centering around the early MIS development cases. And the other is the integrated MIS of processing method. These development proceses indicate not the development of modern management information system, but the early work pattern of computerization through EDP(Electronic Data Processing).
The study on MIS began from the beginning of 1980s along with the development of the early MIS and information technology. Although Alexander M. Maish, Robert P. Bostrom and J. Stephen Heinen began to study both structural and social system fields including the work environment of EDP personnel, there has been little the study relating to their health.
Accordingly, this study is to analyse the health condition of 1272 EDP personnel, by means of questionairse which systematically specify the health disorders and their cause accompanied by the development of information technology as well as the change in information environment,
Based on the result of these analyse, the method for managing the health condition of these EDP personnel is indicated from three standpoints as follows.
1. From the standpoints of information environment management: It is necessary (1) to minimize the glare and flicker produced by CRT(VDT), (2) to improve information environment and (3) to design the work station useful for the adjustment of brightness.
2. From the standpoints of information work management: It is required (q) to improve the quality of used by the EDP personnel in order to reduce their fatigue, (2) to make the EDP personnel carry out their works at 90-110cm distance between them and CRT(VDT) display so as to reduce their arm pain, and (3) to have 10-15 minutes recess immediately after working for 50 minutes in case of precise works.
3. From the standpoints of information environment's improvement: It is essential to improve information environment by minizing noises within the working environment.
To meet these requirments for the EDP personnel's health management, the government has to (1) make the health protection law necessary to protect the health of EDP personnel from contineously working, (2) consider the continued statisitc documents and solutions realting to the increasing health disorders of the EDP personnel, (3) legally accept the case of their health disorders accompanied by the utilization of CRT(VDT) end found the specialized hospital or institute useful to the treatment of CRT(VDT) syndrome, (4) encourage each organization or individual to introduce and utilize the method making it possible to reduce the physical and mental fatigues of the EDP personnel, (5) establish the systematized and standardized principle of EDP works by CRT(VDT) and lead the CRT(VDT) operator and manager to observe the principle and (6) legally recommand the computer maker to manufacture the computer products with device that protect the eye of their operators.
Only when solving these problems, it is possible to protect the EDP personnel against many kinds of health disorders before growing worse and to increase productivity so that there will be the continual development of enterprises. In doing that, it seems to be possible to satisfy the basic requirments for the generally succesful MIS development.
