생명정치의 사회과학, 어떻게 할 것인가?

국문 초록 (Abstract)

21세기가 되면서 서구에서는 인간의 건강과 생명 자체가 가장 중요한 정치적 쟁점과 관심사로 부상하고 있다. 최근 서구의 사회과학자들은 푸코의 ‘생명권력’과 ‘생명정치’ 그리고 ‘통치성’ 개념들을 활용하여 생명에 관한 21세기의 정치를 분석하려는 시도를 활발히 전개해왔다. 이 글은 푸코 이래 그러한 시도가 어떻게 전개되어 왔는가를 비판적으로 검토하고, 앞으로 한국의 생명정치에 대한 사회과학 연구를 위해서 이들로부터 유용한 개념과 이론적 통찰 그리고 방법론을 도출하고자 시도한다. 먼저 생명정치의 연구에서 선구적으로 기여를 한 푸코의 이론을 살펴보고, 이를 수정하여 거대담론으로 발전시킨 아감벤의 ‘호모 사케르’ 이론과 하트 및 네그리의 ‘제국’과 ‘다중’ 이론을 비판적으로 검토하였다. 그 다음에 이런 거대담론과는 달리 생명정치에 대한 경험적 연구를 추구 해온 대표적 사회과학 이론들로서 네 가지를 검토하였는데, 그것은 래비노우의 ‘생명사회성’ 이론, 로즈의 ‘생명 자체의 정치’ 이론, 순데르 라잔의 ‘생명자본’ 이론, 그리고 클라크의 ‘생의료화’ 이론이다. 이들은 모두 인간게놈프로젝트로 대표되는 생명과학의 발전이 21세기 생명정치의 전개에 큰 영향을 주고 있음을 주목하고 있다. 마지막으로 이 글은 생명정치를 생태정치나 기술정치 등과 함께 비인간 사물의 역할을 중요시하는 ‘사회물질적인 것의 정치’의 일부로 간주할 것을 제안하며, 한국 등 비서구 나라들의 생명정치에 대한 경험적 연구를 촉구하는 것으로 결론을 맺는다.

다국어 초록 (Multilingual Abstract)

In the 21st century, human health and life itself have arisen as the most important issues and interests of politics in the West. Recently, the western social scientists have actively attempted to analyze the politics of life in the 21st century by applying the concepts of Foucault such as ‘biopower’, ‘biopolitics’, and ‘governmentality’. This paper aims to critically examine how such attempts have developed since Foucault, and to derive useful concepts and theoretical insights from them for the social scientific study on biopolitics in Korea. We first reviewed the theory of Foucault who had made a pioneering contribution to the study of biopolitics, and then critically examined the Agamben’s theory of ‘homo sacer’ and the Hardt and Negri’s theory of ‘empire’ and ‘multitude’, both of which revised Foucault’s theory and developed it into grand discourses. Then we examined four major social scientific theories which have sought not grand discourses but empirical studies on biopolitics: the Rabinow’s theory of‘biosociality’, the Rose’s theory of ‘politics of life itself’, the Sunder Rajan’s theory of ‘biocapital’, and the Clarke’s theory of ‘biomedicalization’. They all paid attention to the great influence of the development of biosciences such as Human Genome Project on the biopolitics of the 21st century. Lastly, this paper suggested to consider biopolitics, together with ecological politics and technological poltics, as part of the ‘politics of the socio-material’ emphasizing the role of nonhuman things, and concluded by urging more empirical studies on biopolitics in the non-western countries including Korea.
