외국인 주부의 인권과 복지에 관한 연구- 광주·전남을 중심으로 - = A Study on the Human Rights and Welfare of Foreign Wives in the Gwangju and Jeonnam Area.

다국어 초록 (Multilingual Abstract)

Among foreign wives who are married to Korean men and living in Korea, some of them are successfully settled down in community. However some are having problems with difficulties of communicating, maladjusting, domestic violence, naturalization, and alienation.
The result of research on the actual state of foreign wives in the Gwangju and Jeonnam area showed that central and local government as well as community would make constant effort to ensure human rights and provide welfare services for foreign wives in order to get acclimated to Korean society. We discussed that nationwide survey on the actual conditions of foreign wives must be conducted before setting up a system of protect and care for them. Educational program of Korean language and culture, and preventive and ex post facto measures of domestic violence were suggested. In addition, deregulation of simplified naturalization were proposed in order to secure the human rights of foreign wives.

국문 초록 (Abstract)

한국남자와 결혼해서 우리나라에서 살고 있는 외국인 주부 중에는 지역사회에 성공적으로 정착해 안정된 생활을 하는 경우도 있지만 의사소통의 어려움을 비롯한 사회적응 문제, 가정 내 폭력, 국적취득의 어려움 등으로 가정과 이웃으로부터 소외되는 불행한 사례도 많다.광주전남의 외국인 주부 생활실태를 연구한 결과 외국인 주부가 한국사회에 잘 적응할 수 있도록, 외국인 주부에 대해 최소한의 인권과 사회복지 서비스를 보장해 이들이 지역사회의 일원으로서 살아갈 수 있도록 하는 것은 국가와 지방자치단체, 지역주민 모두가 공동으로 노력하고 협조해야 할 일이다. 외국인 주부의 인권과 복지향상을 위한 서비스를 마련하기 위해서 외국인 주부에 대한 현황 및 실태파악이 선행되어야 하는 것과 그들에 대한 보호 및 관리체계의 필요성을 논의하였다. 외국인 주부의 사회적응을 위해서는 우리말과 글에 대한 교육, 문화체험기회의 제공이 있어야 하고, 가정 내 폭력의 예방과 사후처리에 관한 방안이 제시되었다. 아울러 국적취득과 관련해서 간이귀화 요건을 완화하여 외국인 주부의 인권을 보호할 수 있는 방안을 제시하였다.
