Currently, Korea has a strategic approach to gender mainstreaming policy tools and can be evaluated as a country with a very high level of institutionalization, and is known to have a better legal and procedural basis than other countries. However, compared to these high-level institutionalization, there was a lack of discussion on the effects of introducing the system and how to develop it. Above all, it was pointed out that the system was not linked to the improvement of gender equality.
Although Korea's gender budget has formed an institutional infrastructure through the process of establishing legal grounds and expanding its coverage, it is difficult to assess positively in terms of effectiveness. It is also positive that Korea's gender-sensitive budget is a model for many countries that have a better legal and procedural basis than other countries and have not yet implemented gender-sensitive budget systems, but the analysis shows that although it can be seen that gender-sensitive budgeting contributes to gender equality, it can be judged that it contributes strictly in terms of formality, and that improvement and supplementation are needed in terms of quality.
Based on this background, this study determines that it is necessary to accurately understand the perception of various gender mainstreaming systems in Jinan-gun and how the public officials in charge understand gender-sensitive budget policies.
In response, this study aims to examine the gender-sensitive budget system of local governments and consider factors mentioned in existing literature as the influencing factors of the effects of the system's effects, as well as to find out why the gender-sensitive budget system does not have the effect of the system originally intended by the public officials who are the main agents of the system's operation. Based on the findings, we would like to suggest ways to improve the operation of Jinan County to establish a gender-sensitive budget system in the future.
