고령화사회의 노인소득보장정책의 방향 = The Direction of the Income Guarantee Policy for the Elderly in Aging Society

다국어 초록 (Multilingual Abstract)

The low birth rate and the extended lifespan of the present time are leading to the prolonged period of old age after retirement caused by the aging population. Also, a change in the family system according to industrialization is bringing about a gradual rise in the elderly couple and the elderly living alone. In the reality of having to live as an old person for more than 30 years after retirement, only the public funds are not enough to spend an economically stable and happy retirement life as well as for the elderly health care problem or the elderly support problem in terms of the welfare for the aged. Thus, the government is being demanded to positively realize “a senior employment program” as the Income Guarantee Policy for the Elderly.
Consequently, the government needs to first make a policy decision at the national level and to enact and reorganize systems and laws in accordance with it under the recognition that the use of the elderly manpower can be expected to have a positive effect in two aspects such as the welfare of the elderly and the utilization of the human power. As for a job suitable for the elderly, the multilateral measures and institutional devices must be arranged for creating the diversified jobs for the elderly. The establishment in the vocational training institution for the elderly needs to be available for the elderly to get a job appropriate for their aptitude through education and training so that the aged can acquire the latest information and expertise in an ever-changing society. With a sense of active participation in the promotion and expansion of employment for the elderly, a company has to extend the retirement age and expand the wage peak system depending on the special circumstances of the enterprise.

국문 초록 (Abstract)

오늘날 저출산과 수명 연장으로 인구 고령화에 의한 은퇴 후 노후생활의 기간이 장기화 되어가고 있고, 또한 산업화에 따른 가족제도의 변화로 노인부부와 독거노인의 가정이 점차적으로 증가하고 있다. 은퇴 후 약 30년 이상을 노인으로 살아가야 하는 현실 속에 노인복지에 대한 노인보건의료 문제나 노인부양 문제뿐만 아니라 경제적으로 안정되고 행복한 노후생활을 보내기 위해서는 공적 기금만으로는 부족하기 때문에 노인소득보장정책으로 “노인일자리사업”을 정부는 적극적으로 실현하는 것이 요구되고 있다.
따라서 정부는 노인 인력 활용을 노인복지와 인력 활용의 두 가지 측면에서 긍정적인 효과를 기대할 수 있다는 인식하에 우선 국가 차원의 정책 결정과 그에 따른 제도와 법률의 제정 및 정비가 필요하고, 노인에 맞는 직종을 다변화해 노인일자리 창출을 위한 다각적인 방안과 제도적 장치를 마련하여야 한다. 노인 직업훈련기관을 설립하여 날로 변해가는 사회에서 최신의 정보와 전문지식을 습득하도록 교육훈련을 통하여 적성에 맞는 직종에 취업을 할 수 있도록 하며, 기업체의 고령자에 대한 고용증진과 확대에 적극적인 참여의식을 가지고 기업의 특수한 상황에 따라 정년의 연장과 임금피크제의 확대가 필요하다.
