In farming villages, most of residents are aging, the birth rate is falling, and empty homes are increasing. Residential environment is poor because homes constructed as a means of Saemaul Movement have been neglected for more than 30 year. Farming villages are in a crisis. Their main income source is still rice farming, which was a means of food production in the past. Overall, competitiveness of farming has been getting weaker. Therefore, it is needed to take measures, such as growing differentiated crops, direct trading of agricultural products, and other interchanges between urban and rural areas, in order to increase farming village’s incomes. Moreover, it is needed to make them passionate and innovative about high value-added features, such as cultures and arts, in order to handle the problem of leaving farming villages. All these efforts will bring changes to the environment of farming villages.
First of all, in order to save farming villages, consistent generation of incomes should be secured through differentiation of agricultural products, and environment-friendly dwellings should be available. Besides, the cultural and artistic identity of farming villages should be established. In the process of making differentiated farming villages, it is very important to give a direction, which places importance on public interests, with consilient public design polices. Farming villages left behind need be upgraded to smart farming villages, environment-friendly elements, which maximize the global environment, need be introduced, and their identity needs to be established through finding out their cultural, traditional and artistic elements. Farming villages should consistently develop to find their future visions with which they will be able to find future-oriented novelty on the ground of those basic elements of agricultural culture.
This study aims at making contribution to invigoration of farming villages by suggesting plans to improve public designs of farming villages. The first method of this study was to investigate causes of problems of farming villages and policies of their developments by examining precedent studies and analyzing present situations of farming villages and to investigate cases of village making and present situations of development plan for farming villages. The second method was to suggest a reorganization plan for farming villages for each of such factors as fence, road and alley, and public space and facilities. The third method was to plan hands-on programs by suggesting visions and strategies for hands-on programs. The fourth method was to suggest a program of fortification of capabilities of residents, as a plan for resident participation, and a plan for maintenance of this program.
