가치공동창출을 위한 수요자 중심의 국민정책 서비스디자인 개발 = Development of User-Centered Public Policy Service Design for Value Co-Creation

국문 초록 (Abstract)

최근 공공서비스 정책에서 국민의 의견을 반영하고 문제를 논의하는 국민정책 서비스디자인이 활발하게 이루어지고 있다. 본 연구는 서비스 정책 추진 과정의 가치공동창출 중요성을 파악하고 수요자 중심의 서비스디자인을 개발하여 그 효과성을 나타내는데 목적이 있다. 연구 방법은 정책결정 과정에서 다양한 관점과 요구를 수용하는 국민정책디자인, 가치공동창출, 서비스디자인의 이론적 고찰과 함께 사례분석, 서비스디자인 개발 순으로 진행하였다. 사례분석 표본은 2023년 행정안전부 국민정책디자인 성과공유대회에서 우수과제로 선정된 도시재생 사례의 하남시, 세종시 프로젝트를 분석하여 시사점을 도출 하였고, 이를 바탕으로 전라남도 장성군 백양사역 공원 일대의 장소를 선정하여 도민이 주도하는 서비스디자인을 설계하였 다. 2023년 8월 28일부터 10월 4일까지 도민들과 협력하여 가치공동창출을 위한 디자인정책을 추진하였으며, 친화도맵, 서 비스사파리, 퍼소나, 고객여정맵, 체크리스트, 전문가 자문, 프로토타입 등의 도구를 활용해 서비스디자인을 개발하였다. 서비 스 설계 전 과정에서 도민들의 수요자 중심 요구사항을 반영하는 데 중점을 두었으며 장성군 도민, 서비스디자이너, 디자인표 현가, 사업 담당 공무원, 협조 기관 등과 다양한 실행 전략을 제안하였다. 실제 필요한 니즈를 공동 협력하여 도출하고 모든 피드백을 반영하여 최종 프로토타입을 제작하였다. 디자인 구현 후 일부 참여자들의 인터뷰를 통해 공동협력 서비스디자인 개발은 사회적 가치 창출과 문제 해결에 기여했다는 점을 증명하였다. 결과적으로 서비스디자인 적용 초기 단계에서 주민의 참여와 피드백 수집이 서비스 설계의 효과적인 구현을 하고 공공서비스의 수용성을 확보함을 확인하였고, 주민이 현장의 문제점을 직접 눈으로 확인하고 함께 아이디어를 발굴하는 것이 가장 중요하다는 것을 확인하였다. 본 연구는 향후 시민들의 삶의 질을 개선하고 사회적 문제를 해결하기 위한 서비스디자인의 가치공동창출 연구에 기여할 수 있기를 기대한다.

다국어 초록 (Multilingual Abstract)

Recently, citizen policy service design that incorporates public opinions and addresses issues has become prominent in public service policies. This study examines the significance of value co-creation in service policy implementation through theoretical reviews. It also includes case analyses of value co-creation, citizen policy design, and service design. We analyzed projects from Hanam and Sejong, recognized as exemplary at the 2023 Ministry of the Interior and Safety Citizen Policy Design Performance Sharing Conference, and used these insights to design a citizen policy service for Baegyangsa Station park in Jangseong-gun, Jeollanam-do. From August 28 to October 4, 2023, we collaborated with residents to promote a value co-creation design policy, utilizing tools such as affinity maps, service safari, personas, customer journey maps, checklists, expert consultations, and prototypes. The design process emphasized user-centered demands, involving residents, service designers, experts, business officers, and cooperating organizations. This collaborative approach led to a final prototype that addressed actual needs and integrated feedback. Post-implementation interviews confirmed that co-creative service design fosters social value creation and problem-solving. Early-stage resident participation and feedback were crucial for effective service implementation and acceptance. The study underscores the importance of identifying field issues and generating ideas with residents, contributing to future research on value co-creation in service design aimed at improving citizens' quality of life and addressing social issues.
