공동체와 노인 문화복지의 연관성 비교 체계 및 평가 실행 - 공동체를 통한 노인 문화복지 융합 디자인 = Comparison System and Evaluation Implementation of the Connection between Community and Cultural Welfare of the Elderly - Convergence Design of Integrated Cultural Welfare of the Elderly through Community

국문 초록 (Abstract)

개인과 공공사업 사이에 복잡한 갈등을 해결하는 수단으로 공동체는 가능성을 가지고 있고, 지역 혁신과 갈등 해결을 위한 주민의 자율적 참여가 중요시되고 있다. 현재 한국의 공동체에 2가지 중요한 요소는 노인 증가와 도시의 기능을 복원하는 것이다. 따라서 공동체는 노인의 삶의 질을 향상하고, 사회적 포용을 실현하여야 한다. 장기적인 비전 마련을 위한 경영을 고려하는 것은 매우 중요하다. 사례 분석은 암스테르담의 코하우징(co-housing), 케어팜(Care Farm), 일본 중부지방의 아 이치 현, 부산감천문화마을을 사전 연구에 지난 7월 30일부터 8월 10일까지 설문 결과와 융합 디자인경영 완성형 평가를 기본으로 하였다. 사전 연구의 노인 문화복지 융합 디자인경영의 체계를 공동체와 비교 및 분석을 위한 기준으로 디자인경 영, 가치 창출, 노인 문화복지, 노인 중심에 재생 4가지 영역의 14가지 요소이다. 설문 결과를 기본으로 2가지 이상 분야에 경험을 가진 15년 이상 융합 전문가 4명의 의견을 종합하여, 융합과 완성형 평가로 공동체와 문화복지 완성형 요소 비교표 를 작성하였다. 분석 결과로 암스테르담의 코하우징(co-housing)은 디자인경영과 가치창출 2가지 분야를 갖추고, 상설조직 을 통한 14가지 중 8가지 요소를 자생 운영을 하고 있다. 케어팜(Care Farm)은 사회적 보호가 필요한 다양한 대상을 위한 서비스 중심으로 디자인경영과 스토리의 독창성 그리고 노인의 기본권과 문화복지, 협동조합을 통한 운영으로 7가지 요소 를 가진다, 일본 중부지방의 아이치 현, 부산감천문화마을을 노인 문화복지 융합 디자인경영의 체계 4가지 영역 14가지 요 소를 모두 가지고 있다. 결과적으로 공동체 사례 분석으로 디자인경영, 공동체 가치 창출 2가지 영역에 노인 문화복지와 노인 중심에 재생과 자립 2가지 영역을 보완하는 것으로 문화복지를 실현할 수 있음을 확인하였다.

다국어 초록 (Multilingual Abstract)

Communities have the potential to function as a means of resolving complex conflicts between individuals and public projects, and the autonomous participation of residents is being emphasized in resolving regional innovation and conflicts. Currently, two factors are important in Korean communities; the increase in the elderly population and the restoration of urban functions. Therefore, communities can improve the quality of life of the elderly and realize social inclusion. The case study was conducted from July 30 to August 10 based on the results of a survey and the evaluation of the integrated design management in addition to preceding studies on co-housing in Amsterdam, Care Farm, Aichi Prefecture in central Japan, and Gamcheon Culture Village in Busan. The design management system integrated with cultural welfare of the elderly in the preceding study was compared and analyzed based on 14 elements in four areas: design management, value creation, cultural welfare of the elderly, and elderly-centered regeneration. Based on the results of the survey, the comparison table of the completed type elements of community and cultural welfare was prepared through combination of the opinions of four integrated experts with more than 15 years of experience in two or more fields. As a result of the analysis, co-housing in Amsterdam is equipped with two areas of design management and value creation, and independently operates 8 out of 14 elements through a mutually beneficial organization. Care Farm has seven elements of design management, originality of story, basic rights and cultural welfare of the elderly, and operation through cooperatives, focusing on services for various targets in need of social protection. Aichi Prefecture in central Japan and Gamcheon Culture Village in Busan have all 14 elements in four system areas of design management integrated with cultural welfare for the elderly. As a result, through the analysis of community cases, it was confirmed that cultural welfare can be realized by supplementing two areas of design management and community value creation with two areas of elderly cultural welfare and elderly-focused regeneration and self-reliance. It was confirmed that the community can improve the quality of life of the elderly.
