    This study explored how proactive administration is initiated, implemented, and sustained through leadership and organizational culture within local education offices in Korea. A qualitative case study was conducted on three award-winning teams of proactive administration. Six participants—educational specialists and general administrative staff—were interviewed in depth, and the data were analyzed using Braun and Clarke’s (2006) thematic analysis.
    The findings revealed that leadership served as the primary driver of proactive practice. Rather than exercising hierarchical authority, leaders acted as transformative practical leaders, empowering members, resolving institutional barriers, and fostering professional growth. Second, public service motivation and a shared sense of purpose were strengthened through these leadership practices, turning routine administrative work into acts of public value. Third, a relational and trust-based organizational culture enabled proactive administration to evolve from a temporary event into a sustainable collective practice.
    This study extends previous research by identifying leadership as the core mechanism that mediates relational practice and organizational transformation. It redefines proactive administration as a leadership-driven relational practice, emphasizing that sustainable public innovation emerges from communities of trust, shared learning, and collaborative action.
