지방 정부의 평생교육 체제 구축 동향 분석 = The Analysis of Lifelong Education Trends in Local Government

This study tried to analyze an ordinance related to the lifelong education in local governments to promote lifelong educational developments. In order to achieve the object of the study, it was selected for the wide-area local government - "K"city - as the object of analysis The criteria and contents of the analysis were reviewed and analyzed in accordance with the provisions of the Local Education Act, which was amended by the Ministry of Education, Welfare and Municipal Affairs, and the subsequent lifelong education ordinance of the municipal government, after revising the entire education law. The results are as follows. After revising the lifelong education law, the autonomous districts have been established to enact the legislation of the law and strive to establish a systematic foundation for educational advancement and the establishment of a lifelong education system. However, it was revealed that the ministry enacted the ordinance to reflect the contents of the proposed ordinance, and set up the ordinance in consideration of the local law. It is analyzed that there is a difference in the implementation of the system. Taken together, it seems that the, district has been trying to establish a series of institutional and practical systems for lifelong education. However, there was a substantial difference in actual administrative practices that fit the purpose of the enactment of the ordinance.

국문 초록 (Abstract)

본 연구는 평생교육법의 전면 개정을 통해서 부여된 지방 정부의 책무가 조례에 어떻게 반영되었는지를 살펴보고, 실제 지자체별 평생교육 시스템의 구축 동향을 분석하고자 하였다. 연구의 목적을 달성하기 위해서 K광역시 산하 5개의 자치구를 분석 대상으로 하였다. 분석의 기준과 내용은 평생교육법 전부 개정 이후 교육부에서 제시한 광역시․도와 시․군․자치구의 평생교육 조례(안)과 이후에 일부 개정된 평생교육법 중에서 관련된 조항을 중심으로 비교․분석하였다. 결과는 다음과 같다. 평생교육법 전면 개정 이후 자치구들은 법의 제정 취지에 부합하고, 평생교육 진흥을 위한 제도적 기반과 체제를 구축하기 위해 노력해 온 것으로 나타났다. 다만, 교육부가 제시한 조례의 내용을 그대로 반영하지 않고, 지역의 실정을 고려하여 조례를 제정한 것으로 나타났다. 체제 구축에 있어서도 차이가 있는 것으로 분석되었다. 종합해보면, K광역시 자치구는 평생교육 진흥을 위한 일련의 제도적 기반과 실질적인 체제를 구축하기 위해 노력해 온 것으로 보인다. 다만 조례의 제정 취지에 걸 맞는 실질적인 행정 행위가 지역마다 차이가 있음을 알 수 있었다.
