지리적 여건상 경제적 자립이 불가능했던 쓰시마는 중세 이래로 조선과의 무역에 크게 의존하였다. 이와 같은 상황 속에서 쓰시마는 외교상에서 ‘조선의 東藩’이라고 자칭해 왔다. 이 관계는 임진전쟁으로 인한 일시적 단절을 거쳐 이후 조일 국교회복을 계기로 재개되었지만, 17세기 후반에 이르면 조선의 재정 상황 악화와 함께 일본 내에서 막부에 대한 쓰시마번의 정치적 의존도가 높아지면서 변화가 찾아왔다. 본 논문에서는 이러한 전환기에 나타난 쓰시마번의 외교적 수사 변화를 고찰하였다.
17세기 후반에 쓰시마번 내에서는 쓰시마가 조선이 아닌 ‘일본의 藩屛’이라는 역사서술이 등장하였다. 쓰시마번의 일본 귀속 의식을 나타내는 해당 서술의 등장 계기는 兒名圖書 지급 문제를 둘러싼 교섭 중에 “圖書를 받아 進貢하니 君臣의 의리가 있다”라고 한 조선 측 관리의 발언이었다. 이에 항의하던 쓰시마번 측 사신은 쓰시마는 조선과 君臣 관계에 있는 것이 아니라, 藩屛이라고 주장하였다. 즉 사신은 단어의 의미를 오인하여 교섭에서 실책을 범한 것이다. 이 사건을 계기로, 쓰시마는 조선이 아니라 ‘일본의 藩屛’임을 역사서술 속에 각인하여 불변의 진리로 삼고자 하였다고 보인다.
圖書 문제의 근본적 원인은 조선과 쓰시마번 사이에서 公貿易에 대한 이해가 서로 달랐기 때문이었다. 조선은 공무역을 쓰시마에 베푸는 特恩으로 이해한 데에 반하여, 쓰시마번은 양국 간의 약조를 통해 성립한 정당한 권리라고 인식하였다. 그 결과 쓰시마번은 圖書의 지급은 전례가 있는 일인데 허락하지 않는 것은 ‘誠信의 도리’에 어긋난 행위라는 주장을 펴나갔다.
본래 誠信은 주로 조선이 일본 측의 무리한 요구를 거절할 때 사용하던 수사였으나, 쓰시마번은 이를 역이용하여 자신들의 논리로 만든 것이다. 그런데 쓰시마번의 이해에 따르면, 誠信이란 본래 조일 양국의 대등한 관계 속에서 성립하는 개념이었다. 따라서 조선과 쓰시마번 사이에서 誠信의 관계가 성립하기 위해서는 쓰시마번이 조선에 경제적으로 예속된 관계가 아니라, 막부의 대리자로서 조선과의 관계에 임하는 존재임을 전제로 해야만 했다. 즉 ‘쓰시마는 일본의 藩屛’이라는 논리와 일맥상통하는 것이다. 이처럼 17세기 후반에 쓰시마번이 외교적 위치를 스스로 재설정한 결과가 외교적 수사의 변화를 통해 나타났다고 할 수 있다.

Tsushima, which was unable to become economically independent due to geographical conditions, relied on trade with Joseon since the Middle Ages. In this situation, Tsushima has diplomatically referred to himself as the Tōhan of Joseon. This relationship resumed after the Imjin War, but in the late 17th century, a transition came as the worsening economic situation in Joseon along with Tsushima's political dependence on the shogunate increased. This article examines the changes in the diplomatic rhetoric of Tsushima that emerged during this transition.
In the second half of the 17th century, a historical narrative emerged that Tsushima was the Japanese Hampei, not Joseon. The reason for the emergence of this description, which represents Tsushima's sense of belonging to Japan, was the remarks of a Joseon official in the negotiations for the request of Amyong-Doseo, which is the seal for the successor to the head of Tsushima. At this time, a Joseon official said, "Since Tsushima receives Doseo and pays tribute, there is a loyalty in the master-servant relationship." The Tsushima envoy, who was protesting against this, claimed that Tsushima was not in a master-slave relationship, but the Hampei of Joseon. In this way, the envoy misunderstood the meaning of the word and made an error in negotiation. With this incident as an opportunity, Tsushima seems to have tried to make it an unchangeable truth by imprinting in historical descriptions that it is not Joseon, but Japan's Hampei.
The fundamental cause of this problem was the different understanding of public trade between Joseon and Tsushima. While Joseon understood public trade as a special favor for giving to Tsushima, Tsushima recognized it as a legitimate right established through agreements between the two countries. As a result, Tsushima argued that the request of Doseo was not unprecedented, but not allowing it was against the principle of Seisin.
Originally, Seisin was an investigation used by the Joseon side to reject Japan's unreasonable demand, but Tsushima reversely used it to make its own logic. According to Tsushima's understanding, this principle was originally a concept that was established in an equal relationship. Therefore, in order for the relationship of Seisin between Joseon and Tsushima to be established, it had to be premised that Tsushima was not economically subordinated to Joseon, but that it was in relation to Joseon as an agent of the shogunate. In other words, it is in line with the logic that “Tsushima is a Japanese Hampei”. As such, the result of Tsushima's self-reset of diplomatic position in the late 17th century emerged through changes in diplomatic rhetoric.
