본 연구는 러시아-우크라이나 전쟁으로 촉발된 북러협력의 심화와 이에 대응하는 한미일 안보협력의 상호작용을 분석했다. 북러는 군사·경제 협력을 강화하면서, 유사시 상호 원조 조약을 체결하였다. 이에 따라, 북한은 러시아에 전쟁 파병 및 군수품을 지원하며 군사적 위협을 더욱 증대시켰다. 이에 대응하여 한미일은 안보협력을 제도화하고 확장억제 정책을 강화하였다. 본 연구는 이러한 과정에서 위협 균형과 안보딜레마가 ‘이중 연쇄효과’를 촉진하는 데 주목한다. 이중 연쇄효과는 단순한 군비경쟁이 아니라, 다수의 행위자 간 상호작용이 복합적으로 이루어지며 국제 안보 질서에 영향을 미치는 현상을 의미한다. 러우 전쟁으로 심화한 북러협력은 동북아 및 인도-태평양 지역의 안보 환경을 더욱 복잡하게 만들고 있으며, 이에 따라 한미일 안보협력의 중요성이 더욱 두드러졌다. 이러한 상황을 해결하기 위해서는 이중 연쇄효과의 부정적 영향을 최소화할 전략적 예측 능력을 강화하고, 연합 간 조정을 촉진하며, 국제사회의 다자 협력을 확대하는 노력이 필요하다.

This study analyzes the deepening cooperation between North Korea and Russia triggered by the Ukraine war and its interaction with the trilateral security collaboration among South Korea, the U.S., and Japan. Russia and North Korea have strengthened their military and economic ties by signing a mutual assistance treaty. Consequently, North Korea has escalated military threats by deploying troops and supplying military equipment to Russia. In response, the trilateral security partnership has institutionalized security cooperation and reinforced extended deterrence policies. This study focuses on how the balance of threats and security dilemmas contributes to a double chain reaction effect, where the interactions of multiple actors create complex security dynamics beyond a simple arms race. As a result, the intensified North Korea-Russia cooperation due to the Ukraine war complicates the security landscape in Northeast Asia and the Indo-Pacific, further emphasizing the importance of trilateral security cooperation. To lower this threat to security, it is essential to make strategic predictions more accurate, improve coordination, and boost multilateral diplomatic cooperation to lessen the destructive effects of the double chain reaction effect.
