김정은 시기 인민대중제일주의 담론과 정당성 구축 = People-first Politics Discourse under Kim Jong Un and Legitimation

국문 초록 (Abstract)

본 연구는 ‘정당성 구축’의 측면에서 김정은 시기의 독자적 통치담론인 인민대중제일주의 정치를 해석하려는 시도다. 북한의 공식 언술에 대한 ‘두터운’ 독해와 텍스트마이닝을 통한 양적 분석을 결합해 인민대중제일주의 담론의 진화를 검토한다. 김정은 집권 이후 당과 인민간의 관계를 새롭게 설정하는 등 인민대중제일주의 담론이 이론화되는 과정을 탐색하고 담론이 제시되는 방식이 변화됨 점을 추적하여, 북한이 전체주의적 이념적 정당성을 넘어 권위주의적 업적 정당성(performance legitimacy)을 꾀하고 있음을 드러낸다.

This study aims to interpret the People-first Politics discourse, the governing strategy of Kim Jong Un regime, through the perspective of legitimation. By combining a thick description of North Korea's representation of People-first Politics and textmining analysis of official media, it explores the content and role of this discourse to elucidate the changing governing strategy of North Korea. The research tracks changes in the relationship between the party and the people, as well as the ways in which people-first politics are presented to the populace. The findings demonstrate that North Korea is pursuing not only ideological legitimacy but also performance legitimacy, suggesting an embracement of classic features of authoritarianism with live interaction between the ruler and the ruled.
