지방의회 연구경향 분석과 향후 연구의제 제언:2011년부터 2022년까지 학술논문을 중심으로 = Research Trends in Local Councils and Future Agenda Proposals: An Analysis of Academic Papers from 2011 to 2022

국문 초록 (Abstract)

지방자치의 정착과 발전 이후 지방의회의 권한에 대한 관심이 증가하였고 이는 최근의 지방자치법 개정으로 이어지게 되었다. 이러한 흐름과 발맞추어 지방의회에 대한 연구 또한 증가하고 있다. 이 연구는 김귀영(2011)의 ‘지방의회 연구경향과 향후 연구의제에 관한 고찰’을 보완･발전시킨 논문이다. 2011년부터 2022년까지 12년간 국내 학술지에 실린 지방의회와 지방의원 관련 논문 390편의 연구경향을 분석해 이전 연구기간(1989-2010)과 연구경향을 비교･분석하고, 향후 연구 가능성과 필요성이 높은 연구의제를 제언하였다. 분석기준별로는 연도별, 연구범위별, 분석대상의 수준별, 연구방법별 구분 방법에 더해 해당 연구가 궁극적으로 지향하는 바가 무엇인지를 탐구하는 연구중점별과 어느 학문분야에서 연구됐는지 연구분야별로도 연구경향을 살펴보았다. 연구주제별로는 지방의회의 내부요소(조직구성, 운영활동)와 외부환경(제도, 관계)으로 구분해 분석하였다. 이어서 분석결과를 바탕으로 향후의 연구의제를 제언하였다.

After the establishment and development of local autonomy, interest in the authority of local councils has increased, leading to the recent revision of the Local Autonomy Act. In line with this trend, research on local councils is also on the rise. This study builds upon Kim Gwi-young's (2011) work, “Review on Research Trends and Future Research Agenda of Local Councils.” By analyzing 390 papers related to local councils and councilors published in domestic academic journals from 2011 to 2022, this study compares current research trends with those from the previous period (1989-2010). For the analysis, we employed several criteria, including classification by year, research scope, levels of analysis, and research trends. This approach aims to explore the ultimate objectives of the research and its respective academic fields. Research topics were categorized into two main areas: internal elements (organizational composition, operational activities) and external environments (system, relations) of local councils. Based on this comparative analysis, we propose a future research agenda that highlights high-priority and necessary areas for further investigation.
