한국 공연예술축제의 실태분석을 통한 효율적 운영방안 연구 : 무용공연예술축제를 중심으로

Currently the Korean performing art has lots of potentiality, and in several aspects of the creativity, acting, and the social cognition, etc., it is approaching to the real take-off stage through the development during about 20 years. Although there are some only a few limits such as the relatively lower social interest and the financial problem, in the artistic aspect, it has accomplished the considerable development than past. In this point, it is very important to enhance the stage-ability by giving a fresh stimulus to the field of dance, and to strengthen the foothold of income by securing various types of audience. In the other side, Through advancing to international stage, enhancing the position of our dance art, and heightening the awareness of public are problems which the field of dance must resolve. As plans which can satisfy these requirements, Although there are many plans for the development of dance art, the most necessary and effective plan of the present time is making and planting the festival which has proper scale and the best quality. Because, on the festival, we can concenter all things which the dance art can do, and which are necessary to the dance art. Also because, based on that's fruit. we can expect to advance to the next level.
Surprisingly, There are many benefits which the festival can give to the dance art. These are potentialities such as the service for the domestic dance specialist and audience through the introduction of the good foreign dance, the enhancement of the stage level and the advance- ment abroad based on it through heightening the creative power of our dance, heightening the international level of our dance through inviting foreign planners and exchanging with them, the expansion of audience class and the induction of social interest on the dance through artistic works which have public accessibility, and the potentiality of the festival for citizens through the all kinds of collateral events, etc. According to this awareness, this study presents the present condition of the per- forming dance arts festival and the administrative plan with which we must go ahead.
In the analyzing the present condition of the performing dance arts festival, the administrative state of the Seoul Performing Arts Festival and that of SIDance(the Seoul International Dance Festival) were presented. It's results are like following.
Firstly, the 2001 Seoul Performing Arts Festival evaluated that although this had a only externally integrated form, the drama part and the dance part were perfectly separated. From the selection of repertoire to the progress of event and the awarding system, it was a completely separated event. Also the Seoul Performing Art Festival has some problems in terms of that there is no common directivity or goal in it. Because in the drama part, the contest in form of awarding was tried, but opposite to this, in the dance part, the changing form from the existing contest to the form of 'festival' was pursued. Compared with it, in case of SIDance, as a nongovernmental festival, SIDacne is evaluated that it is stable and contribute to secure paid audience. But SIDance which attained visible outcome like above, also has unsettled problems for the growth to international dance festival. In terms of the inactivity of the domestic group's performances, the unsettled popular festive mood, the stable administrative system, and making sure of appropriation, it showed some shrinking phases. Like these, problems of above two performing dance festival which is being administered, as a consequence, extendedly, are the problem of the programme develop- ment, the problem of the constructing stable and specialized organiza- tion, the problem of the public information for enhancing the mass awareness, and the most biggest problem of securing financial resource, these must be resolved as soon as possible.
In conclusion, in order to give the formation of real festival to the performing dance art festival, I present some plans like following.
1. Works for the recognition of the present dance festival and the systematic modification in side of administration are had to be tried.
2. By securing the specialized human resource, the awareness of needs and rightfulness for the specialized and stable administration of the performing dance art festival must be required and reformed.
3. They must induce the participation of public through planning popular programmes and events, and make opportunities for enhancing the awareness through various collateral events. But, these must be suited the name, the art festival, and indiscreet vulgar events must be restrained
4. They have to seek ways to extend exchanges with the other countries through the high-quality and large-scale performing dance art festival.
5. the nongovernmental and governmental supports are matters of urgency.
6. Above all, form the inside of dance circle, by pursuing internalizing the awareness of the effort for activating creation and the popularizing work through the enhancing the sense of master, the voluntary attitude must be induced.
7. Through the strict and objective judgement on entries of the festival, the improvement in quality of entries must be pursued.
Of cause, many-sided considerations may be required
Like above, the performing arts festival in the field of dance must be the Pan-civic and specialized festival, and in the aspect of pure art, must be the performing arts festival of which the value is accepted. Through planning the development in the form, the content, and the administration of the performing dance art festival, which is in order to overcome the weak point which the field of dance art has, and in order to plan greater development of it, and with the form of festival rather than the form of marshaling performances, the various and develop- mental work of dance art have to secure the more popularity and he- ighten the international level of the Korean dance circle. For these, energetic and active efforts and studies are constantly and syste- matically required.
