In the result of the abolishment of the 'the Head of Family System' as a partial amendment of civil law in 2005, the annexed law, 「The Family Register Act」 also has been abolished. So the government proclaimed 「The Family Relation Registration Act (FRRA)」 in May, 2007 as a substitution one of 「The Family Register Act」 to prevent the important blank of official records which announce publicly and prove the identification. FRRA which is not on the assumption of the concept of 'the Head of Family' contains main contents regarding nation-wide business of the family relation registration, the formation of individual 'family relation registration' and the management based on the computerized organization, the issue of various certificates according to the use and clearness of the issuing application standard, the preparation of concrete procedures after the amendment of civil law, improving the imperfections of current 「The Family Register Act」, the notification of nationality change, and the enforcement of penalty on the person who abuses 'family relation registration' informations. However, the minimizing the social expense which is caused when issuing the various kinds of certificates according to the use, the confusion of succession and change of liability which are caused when sexuality is able to change relatively easily, and the prior interception of 'the marriage an immediate relative', are necessary to discuss closely and deeply.
