원도심 재생을 통한 제주형 인문도시의 모색

국문 초록 (Abstract)

이 글은 바람직한 인문도시가 어떤 것인지를 제주의 사례를 통해 생각해 보자 는 취지로 작성된 것이다. 제주의 경우 20여 년 전부터 원도심이 크게 쇠락함에 따라 최근 그 재생 전략에 대한 논의가 분분한데, 제주대학교 탐라문화연구원이 2014년 하반기부터 정부의 인문도시 사업을 추진하게 되면서 제주 원도심 재생 사업과 어떻게 연계시킬 것인지를 고민해보고자 하였다. 제주에서 확인되는 공간인식의 변화 양상을 보면, 제주인들은 오랫동안‘재현 의 공간’속에서 공동체문화를 발전시켜왔으나, 근대화가 이루어지면서‘공간의 재현’에 지배되는 상 황에 이르면서 한국 주변부의‘신식민지’로 전락하는 처지 가 되었다. 이런 자본주의적‘공간의 재현’에 기초한 폭력은 원도심의 상징성과 중심성을 무너뜨리기에 이르렀다. 따라서 제주 원도심 재생 전략은 이런 위기 상황을 타개할 수 있는 방향으로 마련되어야 마땅하다. 여러 상황을 고려할 때 제주 원도심은 역사적 흔적과 기억 등에 연결된 삶을 재현하고 생산적으로 구현하는 방향으로 재생되어야 바람직하 다. 특히 제주읍성이 있던 지역을 핵심 축으로 삼아 인문학적 마인드를 바탕으로 하는 문화주도 도시재생 전략이 필요하다는 것이다. 탐라문화연구원의 인문도시 사업에서는 다양한 인문강좌, 인문축제, 인문주간 행사를 마련하고 있는데, 그 주안점은 제주 원도심 재생에 두어 제주형 인문도시 를 구축한다는 것이다. 그 핵심 행사는‘봄맞이 제주 원도심 재생 축제’라고 할 수 있으며, 인문강좌와 학술대회 등도 문화주도 도시재생 전략에 밀착되도록 진 행코자 한다. 특히 제주시민과 관광객들이 이러한 행사들을 통해 제주의 원도심 에서 제주문화를 이해하는 계기가 되도록 힘쓸 계획이다. 그럴 때 제주 원도심이 걷고 모이고 말 건네는 도시에 한 걸음 다가설 수 있으리라고 믿는다.

다국어 초록 (Multilingual Abstract)

The article deals with dwelling on a vision of what a desirable humanistic city would be through the case study of Jeju City. Jeju City had been become hollow since 1990s. It has been heated disputes over how to reconstruct the city. The Tamla Culture Research Institute of Jeju National University has attempted to launch on the state-run project for humanistic cities and it has many significant results. In this paper, I will explore one of them through the case study of the project for the regeneration of Jeju’s original downtown. There has been a big change in the awareness of space in the resident of Jeju City. The residents in the old city had developed the unique community life, focusing on “the space of representation.”But this same place has been “the representation of space,”which is a matter of the reconstruction of the place. As a consequence, it has been a‘ neo-colony’in the peripheral region of Korea. This gave rise to the problem of ignoring the historical significance based on her symbolism and centrality. This study shows that the strategy for Jeju urban regeneration project proceeded in the direction of overcoming this problem. Our focus has been on the regeneration of the historical community which was closely connected to her historical memories and traces. The desirable and even productively embodied ideas in particular come from the development of the sites of the military fortress which are the key places for a culture-led urban regeneration strategy. The humanistic city project provided by The Tamla Culture Research Institute has many programs which include humanities lectures, humanities festivals, and weekly events for the humanities. ‘Jeju Original Downtown Regeneration Festival’, in which humanities lectures and academic conferences will be the core event among them. This event will be co-participant with the citizen of Jeju and a number of people who want to visit the city of Juju. This will be the best chance to further understand the past and future of the city of Jeju.
